- Title: Sources Sought Notice (Request for Information) Pertaining to a Contemplated New Procurement to obtain ongoing data, software support and hosting of its airline analysis and scheduling software. The purpose of this notice is to enable DOT to obtain preliminary information about Airline Analysis and Schedule Solutions This notice is not a Solicitation and it does not seek the submission of formal binding proposals.� DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice (RFI).� Under the contemplated new contract, the Contractor would evaluate airline schedules; analyze airline codeshare and alliance agreements; conduct critical assessments of the domestic and international aviation markets; and develop forecasts on the effects on competition of proposed airline mergers and alliances in support of the USDOT�s strategic policy to enhance competition and growth in domestic and international aviation. The NAICS code for this effort is 541511, Custom Computer Programming Services with a SBA size standard of $25.0 Million. If an award is contemplated, the anticipated period of performance is five (5) years inclusive of a base period and four (4) one year option periods. Based on the nature of the requirement, DOT anticipates a Firm Fixed Price Contract with licensure agreements not to exceed 10 users. After reviewing the SOW, interested parties should submit answers from the below questions: How can airline schedules be evaluated? � How can airline codeshares and alliance agreements be analyzed and assessments made on the evolving competitiveness of domestic and international aviation markets? � Does the data contain origination and destination (OD) data, fare data, flow data by route and carrier? Is the data on a global basis, and does it incorporate as many inputs as possible to create a robust data set? Is it available in a non-directional or directional format? Is it available by both the marketing and operating carrier? Is it able to be aggregated by month, year, or quarter? How far historically does the data go back? How is airline schedule data, airline demand data and historical statistical relationships on passenger choice modeled for airline services? Does the data constitute globally comprehensive dataset, including all market participants, of O&D market demand data, such as Global Demand Data (GDD) or comparable? Can the application/tool model the impact that airline schedule changes (increase or decrease of flights, change of aircraft size) on a given route, or a market, or the network, has on the overall market dynamics? Review will be limited to the first 5 responses. However, the Government reserves the right to review more, if necessary. Responses are limited to one page per question.
