Description
This is a Sources Sought announcement for market research and planning purposes. This is not a Request for Proposals. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this announcement is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future request for quote (RFQ), invitation for Bid (IFB) or Request for Proposal (RFP), if issued. If a solicitation is released it will be synopsized on the government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The Florida National Guard is conducting market research to garner interest and the capabilities of small business firms. Scope: This project consists of preparation and painting of Army Materiel belonging to the 53rd IBCT of the Florida National Guard. The work shall bring the equipment back to original or near original standards and ensure uniformity of appearance and protection.� The contractor shall provide all labor and materials to complete the work in accordance with the statement of work, below are a samples of this requirement. The work shall be done in accordance with applicable Army and industry standards, in a professional manner with quality workmanship. The Period of Performance shall be the effective date of the contract with the final product complete within a 6 month time frame. Location will be throughout the state of Florida. References: 1. Army Technical Bulletin TB 43-0213, Corrosion Prevention and Control, Including Rustproofing Procedures for Tactical Vehicles and Trailers, March 2019 3. Army Technical Bulletin TB 43-0209, Color, Marking, and Camouflage Painting of Military Vehicles, Construction Equipment, and Materials Handling Equipment, October 1990 4. Army Technical Bulletin TB 9-2300-422-20 Security of Tactical Wheeled Vehicles 5. List of vehicles and locations (attached) General: Except for those items specifically stated to be Government-Furnished in, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1 and the following: 1. Primer Coating:� PPG CRE-CT WITH CRE-211H CATALYST, or approved alternate 2. MIL-DTL-53039E TYPE IX PPG CARC PAINT in black, brown, green, and tan will be used as a topcoat in compliance according to TM 43-0213 May be diluted with PPG DT800 series reducers or equivalent. 3. Masking materials common to commercial automotive paint operations 4. Body filler: 2 part auto body filler common to commercial paint operations and that conforms to industry standards. Standard of Measurement:� The Contractor shall ensure that all surfaces to be painted are thoroughly cleaned.� All rust, corrosion, oil, grease, moisture, dirt, loose and blistered paint, deteriorated areas and other surface contaminants or fouling organisms will be removed.� Light abrasive blasting and/or orbital sanding should be used. 1. Heavily rusted areas will be abrasive blasted and the area returned to original or near original condition by replacing metal and/or using body fillers. 2. Areas not being painted such as windows, mirrors, tires, exhaust pipes, and canvas items will be protected from overspray. 3. Areas to be painted on each piece of equipment will be in accordance with the references noted in Technical Exhibit 1. 4. All equipment will be painted complete to include inside cabs, cargo beds and under the hood. The coating shall be applied to a thickness of 1.8 mils minimum.� 5. Military markings and stenciling will be redone. 6. The contractor and/or contractor�s facility will have all permits as required by State, local, and Federal regulations. 7. Ensure unusable paint mixtures, compounds, primers, thinners, removers and other paint waste will be disposed of in accordance with local, State, and Federal regulations. Corrective Maintenance (CM): The contractor shall: 1. Perform CM all dents and body imperfections to ensure they are returned to original or near original condition by replacing material, straightening, smoothing, and use of fillers. 2. Bare metal surfaces will be pretreated and primed before painting.� Primer coating will be applied to a thickness of 1.5 to 2.0 mils. 3. CM shall include management of all in-force original equipment manufacturers� (OEM) warranties for the duration of the contract. 4.The Contractor shall maintain complete records in a Field Service Report (FSR) for each site visited of repairs and costs and provide to the COR upon request and for the duration of the contract.
