- Sources Sought The USGS Earthquake Science Center, NASA Ames Research Center, Moffett Field, CA requires a moderator/facilitator to lead the planning and execution of the rollout of the HayWired Telecommunications chapter. What follows is the Statement of Work related to the planning and execution of webinars or workshops. HayWired Scenario Telecommunications Chapter Rollout I. GENERAL INFORMATION A. Introduction: The USGS is currently finishing up the third volume of the HayWired scenario. The planning for the rollout of the third volume is in process. The plan includes rollouts of chapters that culminate in the rollout for all of volume 3. The rollout is paced by the capacity of USGS publication network to copy edit and release the chapters. B. Background: The WGSC, ESC and USGS Science Application for Risk Reduction (SAFRR) HayWired scenario project uses hazards science to improve a region's resiliency to natural disasters. There are three volumes of analyses produced for the scenario; volume one about the hazards, and volume two about the engineering implications were released in April 2018. The third volume focuses on societal consequences and contains the telecommunications chapter. While the telecommunications chapter is in the publication queue, the planning for the chapter rollout needs to be initiated. II. WORK REQUIREMENTS A. Technical Requirements. We need assistance with planning and executing the rollout of the HayWired telecommunications chapter. A Telecommunications �Circuit� will be a series of (about six) regional webinars (or workshops) (on a county-by-county basis) to review the HayWired telecommunications chapter with local government leaders, county OES, and chambers of commerce. A focus for the seminar will outline how local governments can communicate communications preparedness to their constituents and served populations. Topics would derive from the HayWired telecommunications chapter implications including the need for residents to add backup power on their DSL/Cable/Fiber VOIP telephony, planning for possible loss of mobile cellular voice and/or data, handling issues with network congestion. Specific requirements include: Planning and executing the HayWired Telecommunications chapter rollout a. Conceptualizing and planning the HayWired Telecommunications chapter rollout based on stakeholder needs. b. Execution of the agreed upon webinars (or workshops) B. Deliverables a. HayWired telecommunications webinar/workshop concept, plan, and points of contacts for each event. b. Execution of multiple (localized) events around the San Francisco Bay Area Estimated Period of Performance: August 26, 2020 until March 15, 2021 The USGS is seeking qualified personnel with working experience with HayWired and leading planning and execution of workshops ideally with HayWired Telecommunications chapter or closely related topics. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. Proposals may be submitted for review to sevans@usgs.gov. Please include resumes and all relevant experience. HayWired experience will be rated higher than no HayWired experience.
