THIS IS A REQUEST FOR INFORMATION (MARKET SURVEY) NOTICE ONLY, NOT A SOLICITATION ANNOUNCEMENT AND SHOULD NOT BE CONSIDERED AS SUCH. The Government will not pay for any information received in response to this notice, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This notice does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purpose only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this notice is to conduct market research and obtain information from qualified businesses. Potential sources must demonstrate experience and knowledge of required equipment, services and capability to provide said products and services. Potential sources shall submit: Business name, address, point of contact and phone number Business size, any applicable socio-economic category and DUNS number Information for recent/relevant projects similar in nature/size and complexity along with contract number(s), Capability statement and product literature demonstrating ability to meet all of the requirements listed Identification of company s GSA/Federal Supply Schedules (Group 65 II A), if applicable. The NAICS Code for this procurement is 339112, small business size standard is 1,000 employees. Pharmacy Management System Salient Characteristics: The Pharmacy service at G.V. Sonny Montgomery VA Medical Center (VAMC) located in Jackson, MS, has an outdated pharmacy management system that has reached its end of life. The product being procured is a robotic prescription dispensing system This includes subscription, maintenance/support, accessory equipment and the tear-down and removal of the existing robotic system equipment. Below are the required salient characteristics General Must be a fully integrated pharmacy management system with a proven existing interface with the VA VistA OPAI pharmacy management software. The system must capture the entire prescription dispensing process from the time the patient engages pharmacy services, typically in the pharmacy lobby, to the time the patient receives their medication, either in person or through delivery (curbside, USPS or UPS). Physical Characteristics Robotic Prescription Dispensing System 200 or more universal dispensing cells. Does not use compressed air due to pill dust Patient/Workflow Management System Integrated Patient Facing Kiosks Due to COVID-19, an integrated patient kiosk subsystem is required to allow patients to check in at the pharmacy and report any concerns or conditions prior to being served by pharmacy staff. The information obtained from the Kiosk must allow pharmacy staff to best determine where and how to provide patient care and assistance while minimizing exposure to pharmacy staff and other patients and notification when prescription is read for pickup Patient Notification boards to assist with patient check-in, call tickets, present wait time metrics Ticket window displays to assist patients getting to the correct service window. Electronic Signature capture devices to recall who signed for a prescription and when it was picked up; must be HIPAA compliant. High-speed laser prescription paperwork printers IT and Interface System Characteristics Must interface with existing VA Vista pharmacy management software Must have existing interface with Eyecon tabletop tablet/capsule counting devices and must deliver at least quarterly update to drug database and software updates Must have existing Shipping interfaces to support Local Mail operations Rx Paperwork interface that supports FDA Medication Guides and is customizable to workflow Operational Characteristics Patient/Workflow Management System Provides self-service patient pharmacy services, ticket queuing and patient/prescription integration. The system should check patients into the pharmacy, notify pharmacy staff of the check-in, print patient tickets, call patients to counseling, exception and pickup windows and broadcast pharmacy waiting room statistics to pharmacy staff Provides real-time workload statistics, prioritizes patient tickets, and collates prescriptions to be fulfilled. Reports to manage and track patient wait times for the entire process Robotic Prescription Dispensing System Must collate prescription by patient Must have existing/proven interface with VA pharmacy system Must fill, label and collate up to 150 vials per hour On site calibration of dispensing cells. Gravity based dispensing, no pill dust and no cross contamination. Must utilize barcode technology Support tablets and capsules of all shapes and sizes. Mobile Dispensing Due to COVID-19 and social distancing requirements, mobile devices are required to support dispensing to patients at curbside and other locations so the patient does not have to come into the pharmacy to receive their medications. The mobile device must be integrated with the pharmacy management system, providing for real-time dispensing and electronic signature capture. The responses will be reviewed and vendors who return responses with proof of their ability to meet the salient characteristics identified will receive formal notification or feedback. This notice is to assist in determining sources only. There is no solicitation currently available. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside, sole source award or any other guarantee of award strategy. All information is to be provided on a voluntary basis and at no charge to the Government.
