SOURCES SOUGHT ANNOUNCEMENT Tracking Number: 832016406 � The Defense Information Systems Agency (DISA) is seeking sources for Commander, Navy Region Europe, Africa, Central (CNREURAFCENT) for Armed Forces NetworkInside Plant Infrastructure Support Shore-Based Communication CONTRACTING OFFICE ADDRESS:� DISA/Defense Information Technology Contracting Organization (DITCO)/PL8312 2300 East Drive, Bldg. 3600 Scott Air Force Base, IL 62225-5406 INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses and large businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The Camp Lemonnier Djibouti (CLDJ) N6 Department, in collaboration with the Navy Computer and Telecommunications Area Master Station, Atlantic (NCTAMS LANT) Detachment (DET) Djibouti is seeking information for potential sources for unclassified, classified, and commercial infrastructure in support of the Combined Joint Task Force-Horn of Africa (CJTF-HOA). �CJTF-HOA was established to conduct stability operations in the area. �Today, U.S. African Command (USAFRICOM) is the combatant, and CNREURAFCENT is the Base Operating Support (BOS) Commander. CLDJ N6 has a requirement to provide non-personal Contractor support for the installation and maintenance of American Forces Network (AFN) Europe at CLDJ Africa.� CLDJ N6 has Operations and Maintenance (O&M) responsibility for providing AFN communications services at Camp Lemonnier, Djibouti Africa in support of the Combined Joint Task Force-Horn of Africa (CJTF-HOA) and other tenants at Camp Lemonnier. �Camp Lemonnier provides service to support regional and combatant command requirements; and enables operations in the Horn of Africa. The period of performance for this effort shall be a 12-month base period followed by four 12-month periods. �On site work shall be performed at Camp Lemonnier, Djibouti, Africa. �Contract management work shall be done at the contractor�s facility. CONTRACT/PROGRAM BACKGROUND: Contract Number: N00178-11-D-6433-7N01 Contract Type: CPFF Incumbent and their size: HII Fleet Support Group Business Size: Large Business Method of previous acquisition: Full and Open Competition Period of performance:� September 1, 2016 � August 31, 2020 The purpose of this program is to provide American Forces Network (AFN) engineering, technical, logistics and programmatic services in support of Camp Lemonnier Djibouti Africa (CLDJ) AFN infrastructure. �This requirement involves a variety of engineering support activities to include: �Information Technology (IT) equipment integration, installation and maintenance, test and evaluation, verification, and validation of network and system components as it pertain to the AFN infrastructure. �The work to be performed will be done on site at CLDJ. REQUIRED CAPABILITIES: The AFN Network provides engineering, technical, logistics and programmatic services in support of Camp Lemonnier, Djibouti. Describe your experience and expertise identified in the items outlined below. Processes, methodologies, and practices utilized in the installation, testing, troubleshooting, repair and maintenance of coaxial, fiber and copper inside plant (ISP). Describe experience related to the installation, testing, troubleshooting, repair and maintenance of AFN network equipment and ancillary materials, which includes, but is not limited to capable decoders, cables, dish and feed horn antennas, low-noise block downconverter, and materials necessary to access the AFN satellite signal. Identify expertise and methodologies utilized to develop and/or update ISP drawings using AutoCad or similar industry standard diagramming tools. Describe experience and history of logistical support to include procurement of AFN materials, material inventory, and material management. SPECIAL REQUIREMENTS Must have a SECRET facility clearance. �Please provide your current Facility Clearance level. SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 541519, with the corresponding size standard of $30M. �� To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
