Description
1. The United States of America, acting through the Millennium Challenge Corporation(�MCC�) and the Government of Lesotho (�GoL�) have entered into a Grant and Implementation Agreement to support the development and facilitation of Compact. The grant is in the amount of approximately Nine Million Seven Hundred Forty Thousand U.S. Dollars ($9,740,000) (�MCC Funding�). The Government, acting through Lesotho Millennium Development Agency (hereinafter referred to as the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals (�RFP�) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact Development and Implementation Agreement and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the proposed Compact or have any claim to the proceeds of MCC Funding. The proposed Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the MCA Entity (www.lmda.org.ls). 2. The Lesotho Compact II Development program main goal is to reduce poverty through inclusive economic growth. The identified binding constraints to inclusive economic growth and increased private sector investments in Lesotho are: Ineffective policy planning, coordination and execution. 3. The GoL has received financing from the Millennium Challenge Corporation (MCC) through Lesotho Millennium Development Agency (LMDA) toward the cost of the Lesotho Compact II Development Program, and intends to apply part of the proceeds toward payments under the contract for Rural Land Registration Study. 4. MCC�s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. 5. LMDA now invites sealed proposals from eligible Firms for the Rural Land Registration Study. Firms may partner to enhance their qualifications. 6. Selection will be conducted through the Quality and Cost-Based Selection method, the procedure for which is described in the MCC Program Procurement Guidelines as amended on May 8, 2020, which is provided on the MCC website https://assets.mcc.gov/content/uploads/guidance-2020001236801-procurement-program.pdf A complete set of request for proposals may be obtained by interested eligible consultants upon submission of a written application at the address below. 7. The duration of the assignment is estimated at six (6) months. 8. Proposals must be delivered to the address below, on or before 1200 hours Lesotho local time on August 10, 2020. Only electronic submissions will be permitted. Late Proposals will be rejected.
