42nd Contracting Squadron at Maxwell AFB, AL hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to Siemens Healthcare Diagnostics Inc. to provide 42 Medical Group with CHEMISTRY AND IMMUNOASSAY TESTING in accordance with (IAW) the attached Statement of Requirements (SOR). IMPORTANT NOTES: 1. The Government is currently working a forthcoming competitive acquisition planned for this requirement. The competitive award will consist of a base year with four (4) each one (1) year options. The purpose of a 75 calendar day sole source action is to allow the Government use of the existing Chemistry Analyzer during coordination of appropriate approvals and funding for the competitively awarded contract. The competitive award is anticipated to have a start date of 1 October 2020. Award of this 75 calendar day action to any company SHALL NOT guarantee award of the follow on contract to that company NOR shall it be used as a favorable evaluation criteria during selection for that contract. 2. This notice of intent is not a request for quotes and no solicitation is available. 3. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 4. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 5. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source notice. Information submitted will not be returned to the respective respondents. 6. Oral submissions of information will not be considered in response to this notice. This sole source procurement is under the authority of FAR 13.106-1(b)(1)(i). This action will be a firm-fixed price contract for a period of performance of 17 July 2020 to 30 Sept 2020. Brief Description of Requirement: The contractor shall provide for delivery, installation, and maintenance of chemistry analyzer IAW the SOR. In addition the analyzer must be able to incorporate time and labor saving and workflow boosting features/capabilities such as primary container sampling, sample identification, and have bidirectional interface communication capability with 42 MDG composite health care system. Period of Performance: 17 July 2020 � 30 Sept 2020 Place of Performance: Maxwell AFB, AL. The North American Industry Classification System (NAICS) code is 334516, Acidity (i.e., pH) measuring equipment, laboratory analysis-type, manufacturing. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 13.106-1(b)(a)(i). This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM).� Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF).� Register via the WAWF website https://wawf.eb.mil. SPECIAL INSTRUCTIONS Responsible parties interested in responding to this notice, please provide the following information: 1. GENERAL INFORMATION: Company�s full name, business size, address, point of contact and telephone number 2. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. ���� a. Is your company capable of meeting the entire requirement for only the period identified? ���� b. If your response to question 2a. above is �Yes�, please provide supporting documentation that clearly demonstrates your company�s ability to meet this requirement. ���� c. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3. If there are any other businesses that can provide the requirement as described above, you must respond to this notice before 15 July 2020 at 04:30 PM CST. If no responses are received by the above referenced time, a sole source contract may be awarded to Siemens Healthcare Diagnostics Inc.
