- Description
- The Combat Readiness Training Center, Air National Guard, located at the Savannah International Airport, Georgia intends to issue a solicitation to award a single firm fixed-price contract for a project to Upgrade and Repair Base Roads. Construction services will consist of various pavement repair included but not limited to; Mill & Overlay, Full Depth Repair,�pavement markings and stripping, and traffic signage.�This project will also�include milling existing asphalt pavements and place GADOT Type 12.5MM SuperPave asphalt surface course, miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in the contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions.� Magnitude of the project is between $250,000 and $500,000. Construction/contract completion time is 180 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 237310. The small business size standard is $36.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(3) LIMITATIONS ON SUBCONTRACTING which states ""By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees"" applies to this project. The tentative date for issuing the solicitation is on or about 27 July 2020. The tentative date for the site visit will be listed in the Solicitation document. Bid, performance, and payment bonds will be required and must equal 100 percent of the original contract price. Interested contractors are encouraged to attend and shall follow site visit registration and base access requirements shown in the solicitation. Actual dates and times will be identified in the solicitation. The Government intends to award without discussions. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the SAM BETA website on-line at https://beta.sam.gov is a web-based dissemination tool designed to safeguard acquisition related information for all Federal agencies. Amendments, if/when issued will be posted to the SAM BETA page for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation.
