Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 ""Synopses of Proposed Contract Actions."" This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The U.S. Army Corps of Engineers (USACE) Portland District intends to award a firm-fixed-price service contract to ABB Enterprise Software Inc, 305 Gregson; Cary, NC, 27511. The purpose of this acquisition is to provide a qualified technician to inspect and certify that a 15 year old spare generator breaker operating mechanism is operating properly and can be used to replace the breaker operating mechanism in one of the breakers currently in use. The technician will need to bring all necessary devices to test/operate the operating mechanism without a control panel. The statutory authority for this non-competitive acquisition is implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a Single Source. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 221111- Hydroelectric Power Generation. The size standard as defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOALS OR QUOTATIONS. Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to provide ABB Spare Generator Breaker Inspection Services. If no affirmative written response is received by 2:00pm PST on 24 July 2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
