- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office (NAO) SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Cepheid GenXpert This acquisition is in support of the VA Northern California Healthcare System (VANCHCS) for Cepheid GenXpert equipment the VA Redding Outpatient Clinic. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to negotiate a firm-fixed price contract on a sole-source basis with Cepheid, located in Sunnyvale, CA under the authority of FAR Subpart 13.106(b), at the VA Redding Outpatient Clinic. Cepheid GenXpert equipment is currently in use at the VA Sacramento. Acquiring the same equipment for VA Redding will allow standardized testing with the same methodology and results for the VA patients in the East Bay area of VANCHCS, improving turnaround times and providing consistent results throughout the patient care record. The NAICS code for this procurement is 334516 and the Small Business Administration Size Standard is 1000 employees. The anticipated timeframe for award is August 2020. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR QUOTES. No solicitation package will be issued. See attached for salient characteristics. Any responsible source may submit a quotation which may be considered by the agency, only if received by the closing date and time of this notice. All information submitted should support the respondent s capability to provide the items and that those items will meet the Government s technical requirements. To ensure compliance with VA s gray market requirements for medical equipment, respondents must document in their response that they are the OEM or are an OEM-authorized distributor. The Government is under no obligation to reimburse respondents cost for responding to this notice. All documents submitted by respondents are furnished to the Government at no cost or obligation. Respondents must be registered in the System for Award Management (SAM) database. Firms may register with SAM at https://www.sam.gov. All responses received by the due date and time will be considered by the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
