- U.S. Army Combat Capabilities Development Command � Chemical Biological Center (CCDC CBC), Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment (IBAS) Program (10 U.S.C. � 2508), in conjunction with Army Contracting Command � Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. � 2371b. Cornerstone was architected to create a broad-based, flexible and enduring public-private consortium focused on strategic strengthening of the U.S. Manufacturing and Defense Industrial Base and provide a strong complement to the mandates in Presidential Executive Order 13806. ACC-RI, on behalf of CCDC CBC and Combat Capabilities Development Command � Soldier Center, intends to issue a competitive Cornerstone Initiative Request (CIR) for Precision Optics Public-Private Partnership 29 July 2020, with an estimated closing date of 30 calendar days after issuance. The CIR for Precision Optics Public-Private Partnership is restricted to Cornerstone consortium members. The CIR will solicit proposals for one (1) firm-fixed-price OTA with incremental payments made upon completion of specific milestones. Other types of agreement (e.g., expenditure-based OTAs) will be considered when in the best interest of the Government.� Period of performance is a total of up to 5 years, with a three year base period and two one-year options. A non-competitive follow-on production OT may be awarded following a successful prototype. DoD intends to establish a Public-Private Partnership between elements of the USG and a new Defense Precision Optics Consortium (DPOC). The DPOC will be managed by a not-for-profit or non-profit firm (designated the DPOC Manager (DPOCM)) to mitigate risks and capitalize on opportunities within the optics sector. To demonstrate the practical management and operations capabilities of the DPOCM, the DPOCM will plan and execute a prototype effort project to assess the practical management and operations capabilities of the offeror in action. The objective of the precision optics prototype effort is to evaluate the precision optics manufacturing industrial base and roadmap applications within the DoD to include but not limited to the areas of electro-magnetic apertures (e.g. sensor windows and domes), directed energy weapons (DEW), and counter-DEW (C-DEW). The CIR for Precision Optics Public-Private Partnership will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
