- DUE: 4 Aug 2020 THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. This Request for Information (RFI) does not constitute a solicitation for bids or proposals and it is not to be construed as a commitment by the Government. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The Government is not obligated to and will not reimburse any costs associated with preparing or submitting a response to this notice and submittals will not be returned to the sender. Background COVID-19 has drastically impacted US Navy ship depot operations.� The depots are considered mission essential and require the ability to continue work and to provide a safe environment for US naval personnel to work.� In order to do so, ship depots/naval bases require personnel testing at the gate, outdoors, in order to detect if personnel have covid symptoms PRIOR to entering the base.� This requires testing outdoors where ambient temperature is less stable, and often with personnel inside a motor vehicle.� The US Navy has had to reallocate personnel from their primary duties to base entry control points (ECP)s to act as COVID-19 screeners, at great opportunity cost.� Their duties include asking screening questions, taking temperatures, and ensuring social distancing- these are all tasks that could be accomplished autonomously to reduce or eliminate the requirement for direct oversight by a person. As such, the U.S. Navy is seeking automated temperature screening capabilities that could be erected at fixed entry points to Naval facilities, buildings, ships and other controlled areas.� This Request for Information requests information about any state of the art/novel technologies, approaches, or processes available in order to shape a collaborative strategy with commercial partners (companies, universities, startups) to accelerate development and fielding of the most promising approaches. �Ideally, the capability or solution addresses the following: Automated temperature scanning capability with adjustable thresholds and a �pass/fail� output. � Ruggedized enclosure for protection against the elements when used outdoors. � Self-contained system with low power requirements supplied via battery or solar power. � Ability to withstand and operate effectively in environments ranging from -20? to 110? and any humidity level and lighting. � Maintain a <1% false-positive rate. � Be capable of providing an output such as activating an entry control switch, visual indicator, and/or issuing a receipt upon a �pass� or �fail� indication. � Ability to screen 6-10 individuals per minute. � Specific information sought includes: 1. Company information, including name, address, and website; 2. Points of contact: phone number and email addresses for follow-up; 3.
