Description

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the Operational Test�and Evaluation Support Services (OTSS).� Accordingly, the TSA intends to award a Blanket Purchase Agreement (BPA) to Science Applications International Corporation (SAIC) located at 12010 Sunset Hills Road Reston, VA 20190. This contract will address TSA�s requirements to provide ongoing test planning, execution, analysis and reporting support for these activities as well as other airport-based data collection and test activities supporting project teams within TSA�s Acquisition Program Management (APM), Requirement and Capabilities and Analysis (RCA) and Security Operation (SO).� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(i)(C) for work that is a �logical follow-on� to an original BPA. �This notice of intent is not a request for competitive quotations.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
