Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to TSI, Incorporated upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL�s Biogeochemical Sciences Branch in Hanover, NH requires parts and services to upgrade and repair the Wind Tunnel in their Ice Engineering Facility by bringing back to operational capacity and upgrading it beyond previous capabilities. This undertaking includes Hot Wire Anemometer Probe Repair and Placement, and Constant Temperature Anemometer (CTA) repair, calibration, and upgrade as follows: Hot Wire Anemometer Probe Repair and Replacement Three (3) hot wire anemometer probes, necessary for determining air velocity inside the tunnel, will need to be repaired. CRREL is responsible for providing access to the two (2) 1210-20 model probes and one (1) 1210-60 model probe, and the contractor is responsible for repairing the anemometer probes and replacing, if necessary. The Contractor will also replace damaged or outdated probe supports as necessary (up to 3), and will provide the corresponding connection cables 5 meters in length (up to 3) to connect to the IFA 300 system. Constant Temperature Anemometer (CTA) Repair, Calibration and Upgrade: The CTA IFA 300 unit will need to be refurbished, calibrated, and upgraded. The current unit motherboard has six channels, several of which are damaged. The Contractor will purchase and install an eight-channel control system motherboard with supporting BNC-Connector Board and Cable unit. The Contractor will replace missing and damaged thermocouple, communication and power cables, and provide up to three (3) communication cables 2 meters in length to connect the IFA300 system to the BNC board. Upgraded control software (ThermalPro for IFA300) installation will be completed by the Contractor on the designated computer at CRREL. Required Parts and Services Two (2) Add-On CTA Channel for IFA300 (p/n 18150) One (1) 8-Channel PCI A/D Board (p/n ADCPCI-8) One (1) ThermalPro SW for IFA300 V4.52 (p/n THERPRO32) One (1) IFA300 Kit for System (p/n 183181) Three (3) CBL COAX RG58A/U 2 Meter (p/n 10114-2) Three (3) 5m Probe Cables ((FA300) (p/n 10114-5M) One (1) Probe Support, Single Sensor 6� long (p/n 1150) One (1) day on-site installation and training services visit conducted by a TSI trained technician (p/n 6600 STARTUP SERV) Repair all hot wire electronics (p/n QU-IHWANM-ELECT) Repair Hot Wire Probes under RMA #300191426, s/n H737 (p/n QU-HWANM-PROBE) Repair Hot Wire Probes under RMA #300191427, s/n 925107 (p/n QU-HWANM-PROBE) Repair Hot Wire Probes under RMA #300191429, s/n 82185 (p/n QU-HWANM-PROBE). ERDC-CRREL requires the aforementioned supplies and incidental services to repair and upgrade their Wind Tunnel in the Ice Engineering Facility by bringing it back to operational capacity and upgrading it beyond previous capabilities. The Wind Tunnel has been at a minimally-operational capacity for approximately the past ten years and current issues limiting operation include the anemometer probes, control systems, three-axis chassis motors, and variable pitch fan, all of which require refurbishment or replacement to return to operational capacity. TSI, Incorporated verified that as the Original Equipment Manufacturer (OEM) of CRREL�s existing IFA 300 Hotwire CTA, they do not sell Fluid Mechanics measurement systems through Distributors nor Dealers within the USA, and all support and service for these instruments is carried out exclusively by TSI Incorporated. The necessary upgrades to the IFA 300 unit through the addition of additional channels, and the replacement of missing and/or lost components are TSI manufactured and the only compatible replacements are provided by TSI Incorporated. As such, TSI, Incorporated is the only source capable of fulfilling the Government�s requirement as they are sole manufacturer and distributor for the parts and services requested. The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 22 July 2020 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
