FEDBIZOPPS.GOV ANNOUNCEMENT:� SPECIAL NOTICE CLASSIFICATION CODE: D SUBJECT:� Upgrade to Jotne EDMdeveloperClassPack software. SOLICITATION NUMBER: NB734130-20-02091 CONTACT POINTS: KAREN ARMSTRONG, Contracts Specialist (301) 975-3671; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Jotne Epm Technology As, to purchase an upgrade for current Jotne EDMdeveloperClassPack software (EDM 5 license agreement MSA-4549) to the newer version EDMsdk Advanced (EDMsix) including one year of maintenance. ***** Sole source determination is based on the need for Jotne EDMsix to replace the current version of Jotne EDMdeveloperClassPack software (EDM 5 license agreement MSA-4549) being utilized by the Systems Engineering Group of the NIST.� �The group develops, advances and deploys measurement science to address application of engineering information systems to complex cyber-physical systems. This procurement is necessary to upgrade the software that is used to develop and test data exchange standards. �A one-year maintenance coverage will be included in the procurement of this upgrade. �Failure to purchase the EDMsix upgraded license and maintenance would prevent NIST from accessing critical features of the software and would severely delay the NIST�s efforts in the Smart Manufacturing project. Jotne Epm Technology As is the sole provider of this software upgrade. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Karen Armstrong at Karen.Armstrong@nist.gov.� All responses to this notice of intent must be submitted so that they are received at Karen.Armstrong@nist.gov no later than July 21, 2020 at 4:00 PM Eastern Time.
