- Description

DESCRIPTION OF WORK: The authorized project provides for the deepening and strategic widening of the Federal navigation channel from the entrance of Bar Cut-3 through station 28+18.43 of Cut-45 to a project depth of 47 feet plus applicable overdepths and Advance Maintenance. The completion of the work will take place under multiple contracts. Contract C will dredge the Federal project from Station 33+80 Cut-42 to Station 136+00 Cut-42 and non-Federal berthing areas along Cut-42. Cut-42 will be dredged to a required depth of 48 feet plus 1 foot allowable overdepth. In addition, designated Advance Maintenance Areas incorporate an additional 2 feet of required dredging where applicable. All dredged material will be placed in the approved Ocean Dredged Material Disposal Site (ODMDS) which is located an average of approximately 16.7 nautical miles from the dredging location. Material to be dredged consists of unconsolidated materials and rock. The unconsolidated sediments are comprised of sand and silty sand with varying amounts of sand to gravel- sized shell, and soft to hard silt and clay. The rock is composed of siltstone, sandstone, and limestone varying from poorly indurated and weathered to hard. Blasting is prohibited under this contract. Work is divided into a base and two options. Base work includes Cut 42 STA 67+00 through STA 136+00, Option A work includes the Non-Federal Berths, and Option B work includes Cut 42 STA 33+80 to STA 67+00. The project site is located in Duval County on the northeast coast of Florida in the St. Johns River. The disposal location, Jacksonville ODMDS, is located in the Atlantic Ocean. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated in the areas of Technical Merit, Past Performance, Small Business Participation and Price. The Request for Proposal (RFP) will be issued on or about 13 July 2020 and proposals will be due on or about 12 August 2020. NAICS Code 237990, Dredging and Surface Cleanup Activities. Size Standard $30 million. Magnitude of construction is between $150,000,000.00 and $200,000,000.00. Estimated performance period is 730 Calendar Days from�Notice to Proceed to include 520 calendar days for the Base (including Commencement (60 Calendar Days�and Demob) plus 110 calendar days for Option A and 100 calendar days for Option B.
