- Description
- The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is soliciting feedback on the draft request for proposal (RFP) for the Global Sustainment of Anti-Terrorism Force Protection (ATFP) systems and assets, worldwide. The planned acquisition strategy is to issue a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract.� There will be a base ordering period of sixty months; an optional ordering period of 36 months; and an extension of service period of six months, if required.� The planned maximum capacity would be $600,000,000 over the entire 8 � year period.� There would be one large task order for the sustainment of the existing 937 systems and 82,488 assets.� This task order would have a base year and seven option years, as well as an extension of services period.� This task order would represent the bulk of the work under the contract.� Separate task orders would be issued for work such as: conducting technological refreshment; upgrades of existing systems; repairs caused by third-party damage or Acts of God; and approved engineering changes.� Potential offerors are advised that the Acquisition Strategy is still pending approval from the Deputy Assistant Secretary of the Navy, and that the RFP has not gone through the required peer review process.� The final RFP will likely have changes.� Likewise, some of the attachments may require updating before the final RFP is released. NAVFAC EXWC had intended to conduct an industry day to provide an over-view of the program and to respond to questions.� With the on-set of COVID-19, both Government and Industry are limiting travel to �mission critical� status.� As there is no way to predict when the COVID-19 issue will subside, we have determined to proceed with posting the draft RFP and attachments and seek written feedback.� Comments, questions, suggested edits, or other feedback to improve the quality and clarity of the RFP are welcome. Please note that Attachment I will not be posted and will only be released to the winning offeror, as it contains Distribution Statement D, releasable only to DoD and US DoD contractors. Responses are requested by 31 March.� Please submit responses to stephen.p.todd1@navy.mil� Depending on the COVID-19 situation, NAVFAC EXWC may schedule an industry day or provide written responses to the feedback provided.
