Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED UNDER THE AUTHORITY OF FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08 effective July 14, 2020. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. This acquisition is being procured as a 100% Service-Disabled Veteran Owned Small Business Set-Aside. Responsible Service-Disabled Veteran Owned Small Business concerns may submit a firm fixed-price quotation for the items defined herein in accordance with (IAW) the specifications included in this Combined Synopsis/Solicitation (CS/S). BRAND NAME ONLY � OLYMPUS AMERICA, INC. The Material Measurement Laboratory's Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis.� MMRG needs to procure additional Olympus America Inc., Scientific Solutions Group (""Olympus"") optical components for an automated materials screening and microdissection platform. This equipment upgrade is to perform microscopic detection and isolation of materials of interest with user supplied optics and ancillary components which must be fully compatible with Olympus microscopes to yield optimal imaging characteristics with respect to optical aberrations (objectives and inter-scope optics), spectral coverage (light sources), and color correction. Pin-to-pin compatibility with optical design (color correction and system magnification) and other optomechanical elements are essential to keep the system matched/tuned and to maintain a high level of detection efficiency. Accordingly, given that all upgrade components must be fully compatible with the Olympus IX83 microscope, BRAND NAME ONLY Olympus America, Inc. parts can fulfill the Government�s need.� No other source for the supplies will satisfy agency requirements. All components must be new. Used or remanufactured components will not be considered for award. EVALUATION CRITERIA AND BASIS FOR AWARD The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quotation, conforming to the solicitation, is determined to be the lowest priced, technically acceptable quotation. Technically acceptable means that the Contractor provides brand name components that meet all specifications defined in the Statement of Work of this combined synopsis/solicitation. REQUIRED SUBMISSIONS All Quoters shall submit the following within their quotation: A firm-fixed price, FOB Destination price quotation, which addresses all the Requirements.� The Quoter is encouraged to discount its pricing.� If a price discount is offered, identify the percentage of price discount and/or price reduction offered.� As a point of reference for price discounts offered, the Quoter shall include a copy of its published pricelist page(s) associated with the item(s) being discounted. One electronic copy of technical description and/or product literature and warranty details. �Quoters shall include the Olympus America manufacturer, make and model of the product, and any associated manufacturer sales literature which clearly conveys all required brand name components are being offered.� It is the responsibility of the Quoter to ensure that all specifications are clearly documented; 3)��� Details of the proposed warranty; 4)��� The timeline for delivery; 5)��� This is an Open-Market Combined Synopsis/Solicitation for commercial equipment, as defined herein. The Government intends to award a Purchase Order resulting from this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The Quoter shall state �The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.� OR The Quoter shall state �The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:� Quoter�s shall list exception(s) and rationale for the exception(s) Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).� If a Quoter submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.� However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror�s FSS or GWAC contract, and the statement required above shall be included in the quotation; The Dun and Bradstreet Number (DUNS number) for the Quoter�s active System for Award Management (SAM) registration. �Quoters must have an active registration at www.SAM.Gov to submit a quote.� If the Quoters representations and certifications in sam.gov/SAM/ do not reflect the NAICS governing this solicitation, the Quoter should submit documentation that it is a small business under the NAICS governing this solicitation. The country of manufacture for the quoted components; DUE DATE FOR QUOTATIONS All quotations must be submitted via e-mail to Harry Brubaker, Contract Specialist, at harry.brubaker@nist.gov. FAX quotations will not be accepted. Submission must be received not later than 4:00 p.m. Eastern Time on Thursday, July 30, 2020. �A quotation shall be considered received when it is received in the electronic inbox of Harry Brubaker not later than the date and time identified herein. Only information received on or before the due date and time for receipt of quotations will be considered for award.� Any quotation, or part thereof, received after the due date and time for receipt of quotations, will be deemed late and not considered for award. This solicitation does not commit the Government to pay any costs for the preparation and submission of a quotation. The Contracting Officer is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with this proposed acquisition.
