- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT Contracting Office: U.S. Army Corps of Engineers (USACE), Portland District (NWP) will award a contract through the Portland District, 333 SW First Ave., Portland, OR� 97204.� This contract will be used only by the Portland District. Contract Information: Contract will be for the Portland District use only.� Award is anticipated to be a multiple year contract with a base and 4 optional years.� Notice: In accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. USACE NWP intends to award a sole source firm fixed price contract to National Institute of Building Sciences (NIBS), 1090 Vermont Avenue, NW, Suite 700, Washington, DC 20005-4950. The purpose of this acquisition is to furnish ProjNet-BID Subscription for access by Portland District and used for bidder inquiry handling in association with Portland District contracts. Services would be provided for a base year period plus 4 additional option years. NIBS is the only vendor that can provide for the specialized services. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. This notice of intent is not a request for proposals or quotations, however, any challenges to this sole source must be received in writing by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent equipment and service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.� Classification: �The anticipated North American Industry Classification System (NAICS) Code is 511210 -Software Publishers with the associated size standard of $41.5M. Interested parties may identify their interest and capability by responding to this notice no later than 10:00 a.m. PST, Aug 4, 2020, by email to Kevin Thomsen. �All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government.
