- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603 and Part 15 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number for this procurement is FHF-20-R-0062. The RFP documents and incorporates clauses and provisions in effect through Federal Acquisition Circular 2020-06. The government anticipates awarding a contract consisting of firm fixed price, labor hour, and materials line items as a result of this RFP. This is a total small business set aside. The NAICS code is 722310 Food Services Contractors. The size standard is $41.5 Million. The Product Service Code is S203 Housekeeping- Food. Federal Housing Finance Agency (FHFA) Office of Facilities Operations Management (OFOM) requires a contractor capable of providing the following: catering services � Director and other FHFA Executives; catering services � general; 9th Floor Caf� Services; Plaza Level Conference Center, Constitution Center Shared Space, Conference Rooms, and Other 9th Floor Caf� Services; and Pantry Coffee Services. FHFA does not have a facility on-site to prepare food. Food preparation shall occur off-site. Please refer to the Performance Work Statement for more information. PERIOD OF PERFORMANCE - The contract will include a transition, one-year base year, and four, one-year option years, if exercised. Due to the COVID-19 pandemic, FHFA estimates�a lower�contract usage for the first year of service.� FHFA estimates usage to return to normal in the 1st option year. The estimated date of award is September 16, 2020. However, the award date may change to coincide with FHFA�s plan to gradually return to on-site work. � SUBMISSION OF PROPOSAL - To be considered for award, proposals must be submitted electronically to the Contract Specialist via email at laura.baker@fhfa.gov with a copy to the Contracting Officer via email at kevin.klekner@fhfa.gov, no later than 1:00 PM Eastern Time on July 24, 2020. Questions are due in writing to laura.baker@fhfa.gov and kevin.klekner@fhfa.gov no later than 1:00 PM Eastern on July 20, 2020. Offerors are requested to use the question format included as Attachment 8 to this solicitation. Refer to the RFP, Part IV for preparation and submission of proposals. APPLICABLE CLAUSES - This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2020-06, effective June 5, 2020. Provisions FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2020) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: ""Submit proposal electronically to laura.baker@fhfa.gov and kevin.klekner@fhfa.gov.� FAR 52.212-2, 52.212-3, 52.212-4, and 52.212-5 apply to this acquisition and are included in the solicitation. Offerors shall be registered in the System for Award Management (SAM). An Offeror that is not actively registered in the System for Award Management at the time of proposal submission will not have its proposal considered and will not be eligible for award. Offerors shall submit their representations and certifications per FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror completes electronically). AMENDMENT ONE The purposes of this amendment�are to: (1) answer vendor questions and (2) amend the Request for Proposal. See attached documentation.
