- The U.S. Fish and Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations located at 911 NE 11th Ave. Portland, OR 97232 has issued a Request for Proposal (RFP) to solicit for and procure a firm-fixed-price contract for road restoration services at Hakalau Forest National Wildlife Refuge, Hilo Hawaii (County- Hawaii). Work includes 1) Construct up to three permanent low water crossing stream channel fords in areas that have been severely eroded and cut during storm events; 2) Install a new solar powered electric entrance gate; and 3) Upgrade Pedro, Entry and Greenhouse Roads. The total area for repair and improvement is approximately 2.25 miles long and 12' at the widest and includes grading, contouring and surfacing with gravel. These repairs and upgrades will improve sections of road that are used exclusively for mission critical activities. The traffic this road supports is typically 4-6 lightweight vehicles (ATV, or light duty trucks) daily. The proposed period of performance is anticipated to start during the summer/fall of 2020 and be complete no later than October 15, 2021. Project magnitude is between $500,000.00 and $750,000.00. This procurement is being solicited as a Total Small Business Set-Aside. All responsible small business sources may submit a proposal which shall be considered by the agency. The NAICS code is 237310 with a size standard of $39.5 million or less annually when averaged over a three year period. The work to be performed will be as detailed in associated Statement of Work and Technical Specification provided when solicitation is issued. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the ""Lowest-Priced, Technically-Acceptable"" proposal. Evaluation of interested firms will be based on the following in the Solicitation: 1) Recent Relevant Experience 2) Recent Relevant Past Performance: and 3) Price The solicitation was issued on May 11, 2020. Amendment 0003 established a new time for completion of a site visit, cut-off date for questions, updated bid schedule, updated Statement of Work, updated project magnitude and a new date for receipt of proposals. Amendment 0004 provides answers to questions and establishes a new date of 2 PM PT on July 30, 2020 for receipt of proposals. Award is anticipated to be made in August of 2020. The solicitation package included the Solicitation Form (SF1442), a statement of work and technical specification, bid schedule and other attachments as required. Documents were posted to the https://beta.sam.gov/ and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on May 11, 2020. Prior to proposal submission, contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov.
