- This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.202, Synopsis of Proposed Contract Actions, to make notice of NASA Kennedy Space Center�s intent to negotiate a sole source purchase order pursuant to FAR 6.302-1 with Universal Switching Corporation for an upgrade to the NASA Launch Services Program (LSP) Telemetry Switching System (LTSS) located at Cape Canaveral Air Force Station, Hangar AE. The LTSS is being deployed as part of an upgrade and expansion to the telemetry processing system LSP uses to receive and process launch vehicle data from various launch vehicle providers. The LTSS is designed to work with the strict requirements of pulse-code modulation data signals that are used to transport the telemetry data. Additionally, the upgrade to this system will allow LSP to save configurations of the system for future work. This will enable LSP to quickly switch between saved configurations when supporting multiple launch attempts and operations while reducing errors. The upgrade will also reduce the time required to setup for a launch operation, thereby reducing the cost to government. The LTSS is comprised of components that are currently used by LSP and that have been extensively tested to function correctly with launch vehicle data.� In order to maintain compatibility with both existing equipment and operations on both coasts, the LTSS upgrade must be compatible with what NASA LSP currently has in place. �Any deviation in equipment would reduce LSP�s ability to maintain a common, low-quantity set of equipment as spares and would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The LSP Telemetry Switching System upgrade is comprised of the following major components: Redundant Digital Differential Switch Arrays 384 inputs and 128 outputs Twelve Adaptive Active Signal Input Panels Four Adaptive Active Signal Input Panels Redundant Solid State High Density Analog Switch Arrays 256 inputs 256 outputs Two sets of redundant Solid State High Density Analog Switch Arrays 96 inputs and 96 outputs Twenty eight Passive Analog Input Adapter Panels Twenty eight Active Analog Output Adapter Panels This synopsis is not considered a request for proposal. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 PM eastern time on July 27, 2020. Submitted capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to proceed with conducting this procurement on a non-competitive basis. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
