- This is a Sources Sought Notice Only. This is not a request for Quote; the VA is not seeking pricing or offers. The Department of Veterans Affairs, Network Contracting Office (NCO) 10, is currently seeking potential sources/vendors having the skills and capabilities necessary to provide traveling tech services which includes up to 5.0 FTE Medical Technologists (minimum of 3.0 FTE) and 1.0 FTE Histology Technician to eligible beneficiaries of the Cincinnati Veterans Affairs Medical Center (VAMC) located at 3200 Vine Street, Cincinnati, OH 45220. All interested contractors are invited to provide information to contribute to the sources sought notice. The acquisition will be for a 12-month base period, plus four 12-month option periods, once the solicitation is available. The NAICS Code assigned to this requirement is 621999 All Other Miscellaneous Ambulatory Health Care Services. The Small Business Size Standard is $16.5 million. This notice is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), nor will any award be incurred by interested parties in responding to this Sources Sought announcement. Medical Technologists will be certified by the American Society of Clinical Pathologists (ASCP) or American Medical Technologist (AMT) or an equivalent MT, MLS, or CLS certification with appropriate training and a minimum of one-year experience. All Medical Technologists must have a minimum of one-year experience as a Generalist. A generalist is defined as a Medical Technologist that can perform testing in all areas of the Clinical Laboratory, to include Chemistry, Blood Bank, Hematology, immunology, and Urinalysis. Additionally, experience in Microbiology is preferred. Histology Technicians are not required to be certified by the ASCP as a Histology Technician(HT) or Histopathology Technician, but it is preferred. Histology technicians shall have at least one year experience with routine and complex histopathological and cytopathological procedures to include handling cell blocks, frozen sections, bone marrows, autopsies, and fine-need biopsies as well as preparing technically adequate slides of surgical, cytology, and autopsy specimens by processing, embedding tissue, cutting, staining (including immunohistochemistry), and cover slipping. All interested parties are invited to respond as this information may be used to determine potential set asides for the above noted services. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow up information. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. Do you need to subcontract any portion of work to provide these services stated herein? Have you provided services under NAICS code 621999 to the Department of VA in the past? If so, please explain. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. The name, address, and value of each project. The Prime Contract Type, Firm Fixed-Price, or Time and Material. The name, telephone and address of the owner of each project. A description of each project and why it is relevant to this requirement. Include difficulties and successes. Your company s role and services provided for each project.
