- This is a Request for Information (RFI)/Sources Sought notice for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI/sources sought does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time.� Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this RFI/sources sought; all costs associated with responding to this RFI/sources sought will be solely at the interested party's expense.� Interested parties may submit technical literature/brochures on solutions that meet these material requirements. Any relevant information may also be submitted for consideration to aid in refinement of this requirement. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. THIS RFI IS NOT A REQUEST FOR PROPOSAL.� It is a market research tool being used to determine potential and eligible vendors capable of providing a system described herein prior to determining the method of acquisition. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. DESCRIPTION A portable hydraulic particle counter is required to measure the contamination inside of a system�s hydraulic pumps, reservoir, and tubing. The precision system is to include an RJ45 LAN Cable, High Pressure Hose, Low Pressure Hose, Pressure Reducing Valve, IOS Oil Sampler Unit, and Power Supply. The particle counter is able to be used in off-line or in-line applications. For in-line applications, the high-pressure hose connects to a 1/4� drain valve down line from the reservoir. The application of the in-line particle check is important because it allows for the analysis of contamination that has passed through the filters in the system. This contamination can become stagnant when the system is not in operation and would not be observed in an off-line application. The system utilizes laser diodes for optical detection of actual particulates. A sophisticated laser detector, using a light obscuration flow cell, provides continuous measurement of fluid flow passing through a sample tube. The system is capable of detecting particle sizes down to 4 microns as well as dissolved water. The system is enclosed in a robust carrying case, which is sealed protecting the particle counter from water damage, which is especially important in a marine environment. SUBMITTAL INFORMATION: It is highly recommended that interested businesses submit their information to contracting office. The specific content and length of the capabilities statement is at the discretion of the supplier, however, the following is strongly recommended to be included: 1. Supplier Contact Information to include: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address. 2. Supplier Profile to include: Number of employees, DUNS number, and Cage Code 3. Supplier Description 4. Supplier brochure (if available) 5. Supplier Website All interested parties must submit written responses, via electronic mail. The Navy does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company�s approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Navy to solicit or award a contract. If a solicitation is released, it will be synopsized on the beta.sam.gov website. It is the potential vendor's responsibility to monitor this site for the release.
