Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Labkey Corporation, Seattle WA, to procure Labkey Software ELISA Assay upgrade program. The emergence of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) disease (COVID-19) in China at the end of 2019 has now caused a major global pandemic threatening large swaths of the human population. There is an urgent need for a stabilizing formulation buffer used in vaccine development and production. The Vaccine Immunology Program (VIP) supports the development of novel methodologies and optimization of assays, along with immunobiological basic research for the attainment of biologics and vaccines in the fight against infectious diseases such as Influenza, Human Immunodeficiency Virus (HIV), Ebola and other infectious diseases such as the Coronavirus - COVID-19. The laboratory is fundamental in supporting intramural and extramural clinical trials through method development and clinical sample testing with the generation of data for the advancement of treatments and vaccines for the above-named diseases. Due to the need to support national and global public health testing strategies especially for the Coronavirus pandemic, a high throughput data analysis customized function needs to be designed into the existing Labkey server. This will ensure VIP data support will meet Phase 3 workload and be validated to FDA quality and regulatory standards of compliance. Place of performance is Gaithersburg, MD. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements.
