- Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: 1305M2-20-Q-01235 Project Title: UAS Positioning Surveys � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Texas A&M University-Corpus Christi (TAMUCC) School of Engineering and Computing Sciences, for field testing, analysis and workflow development for high-accuracy Global Navigation Satellite System (GNSS)-aided coastal photogrammetric surveying from unmanned aerial systems (UAS). The required work scope and deliverables will permit OCS to acquire data from desired platforms and perform analysis of different processing methods to support a project in conjunction with NOAA�s UAS Program Office, for the National Ocean Service (NOS) Office of Coast Survey (OCS). The North American Industry Classification Code (NAICS) for this acquisition is 541370, Surveying and Mapping (Except Geophysical Services), with a business size standard of $16.5 million. Sole Source Justification Dr. Michael J. Starek, Associate Professor of Geospatial Systems Engineering in the School of Engineering and Computing Sciences and Chief Scientist at the Conrad Blucher Institute for Surveying and Science, specializes in the use of unmanned aircraft systems for high-accuracy photogrammetric surveying, particularly in coastal zones. In both research and teaching, his work includes ground-truth data at established sites along the Texas coast that can facilitate the accuracy qualification needed by NOAA/OCS. It is with confidence that Coast Survey asserts that Dr. Michael Starek and his team, including graduate research assistants, and research engineering associates at TAMUCC, are unique in their ability to meet the requirement. The WingtraOne UAS is a specific platform required for assessment in meeting coast survey needs. Through market research, the vendor listed above has been identified as the only responsible source for conducting this platform assessment. If the contract is not awarded to TAMUCC, the full set of required deliverables and the mission flights would not be conducted. Since the specific aims of the project supported by this contract were funded by the NOAA UAS Program Office, this would result in the inability to fully complete the proposed work that was supported by that program for advancement of UAS use within NOAA. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to natasha.thieman@noaa.gov. �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government.
