Description
The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of NIOSH, intends to award a sole source firm fixed priced simplified purchase order to obtain Positive pressure BSL-4 suits. The Government has a requirement for PPE suits that can operate at wider airflow levels ranging from as low as 9 CFM to as high as 35 CFM. In conjunction, these suits must maintain noise levels to remain under 80 DBa even at the highest airflow level. Also, Protection Factors must be certified and rated >50,000 PF for solid particle protection. Required specifications are as follows: Patented Exhaust Valves shall result in constant overpressure regardless of the working evolution; constructed of unique high value strength/weight ratio PVC fabric (Ferantyl type), which is flexible and lighter yet durable. Overpressure measurements should always yield <4 mbar throughout the airflow range. Honeywell suits are capable of hooking directly to existing air breathing lines in the BSL-4 labs, in addition to being quieter resulting less risk of hearing loss. These suites have larger face shield area thus greater peripheral vision is allowed. The Government has had considerable hands-on experience using third party suits, which required the use of a conversion canister due to differences in house airline pressure and suit design and manufacture, making the use of these suits more complicated and cumbersome. There are no known other Vendors who can provide suits meeting the Government�s minimum specifications. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
