- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 with a small business size standard of 1,250 employees. AFRL requires a 19� rack designed for handling scientific lasers and optomechanics with the following specifications: T-Rack Laser Rack for Laser Rack Systems, PN #DA-000104 Laser rack for integration of TOPTICA Modular Systems and Units (MDL pro, MOM and Wavelength Meter) Engineered fan-free thermal management, vibration isolation, and cable management Drawer system with full extension Includes Modular Power Entry Unit (MPE) Bundling electrical power supply and laser interlocks for all modular systems Power supply input� 90-110 VAC, 50/60 Hz, 1.3 kW Power supply output: 8x input voltage AC (IEC C13 Female, total 10A max current), 3x or 5x 24 VDC (Neutrik XLR Female) Laser rack dimensions: Width x Depth: 600 mm x 800 mmm, Height w/o eye bolts: <= 1970 mm, Height incl. eye bolts: <= 2025 mm, Total available rack space (incl. MPE): 38RU, Available rack space for modular units: 34RU, Weight (incl. MPE): < 120 kg, Maximum load: 800 kg, Content of Delivery: Laser rack for 19-inch modular units, Modular Power Entry Unit (MPE) including industrial high-speed, 8-port Ethernet switch, Shelf plates for DLC pro, Front and ventilation plates, 4x castor wheels for mobility, 4x eye bolts for safe transport and installation MOM Modular Opto-Mechanics Breadboard Unit for Laser Rack System, PN #DA-000104 Rack-mountable, passively vibration-isolated breadboard for custom optics, mechanics, and electronics Breadboard dimensions: 389 mm x 590 mm 90 mm space between breadboard and top of front panel M6 tapped holes on 25 mm centres, 10 mm depth Maximum load: 25 kg Designed for integration into TOPTICA T-RACK Including drawer mechanism and vibration isolation Height of MOM: 3RU Content of Delivery: Opto-mechanics breadboard, Drawer mechanism for easy setup and service, Cable carrier for optimized cable routing The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425 The Government has determined that no other source has commercial offerings that can meet this requirement of housing Toptica laser systems with fan-free thermal management, vibration isolation, bundled electrical power supply and laser interlocks for all laser, as well as shelf plates specifically designed for Toptica lasers. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2020. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
