The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The INL Section in the U.S. Embassy in Tajikistan coordinates and implements technical assistance programs in law enforcement, border security, the justice sector, drug demand reduction, countering trafficking in persons, and countering narcotics �funded by the Department of State in accordance with an agreement between the U.S. and the Government of Tajikistan (GOT). INL�s strategic goals in Tajikistan are to advance reforms in law-enforcement and justice sector institutions in line with Embassy Dushanbe�s Integrated Country Strategy.� INL�s law enforcement reform program supports community policing, police reform efforts, and strengthens human rights by improving trust between the police and the community through police-community partnerships. INL�s border security program strengthens Tajikistan�s border security and increases cooperation among the country�s Central Asian neighbors. The program also promotes partnerships between Tajik border officials and their Afghan counterparts to reduce the trafficking of narcotics and other illicit goods and the resulting illicit financing that fuels terrorist activities around the world. INL Dushanbe reports to the INL Bureau�s Office of Europe and Asia (INL/EA) and the Embassy�s Executive Office. INL/EA provides direction for programs in accordance with U.S. foreign policy objectives throughout Europe and all of Asia, excluding Afghanistan and Pakistan. The purpose of this Personal Services Contract (PSC) is to provide subject matter expertise on INL Dushanbe�s programs as assigned by the Embassy Dushanbe�s INL Director. The PSC will manage the day-to-day implementation, direction, execution, and oversight of a number of INL Dushanbe�s programs in line with Embassy Dushanbe�s Integrated Country Strategy. The PSC will also serve as a back-up to the INL Director when the INL Director is away from post, back-up other section personnel, and assist with other embassy needs as assigned by the INL Director, excluding managing U.S. direct hires. He/she will be expected to communicate to the U.S. Embassy�s Executive Office, the INL Bureau in Washington, other relevant Department of State bureaus, as well as other U.S. agencies and counterparts in U.S. Embassy Dushanbe. The PSC will need to have a firm grasp of Department of State written reports and cables, abide by protocols for interacting and communicating with others in the mission and host government, and demonstrate strong management and interpersonal skills. �� Duties and Responsibilities Under the direct supervision of the Dushanbe-based INL Director or his/her designee, the International Narcotics and Law Enforcement Program Advisor (Program Advisor) will perform the following duties: Provides timely analysis to the INL Director on law enforcement, community policing, justice sector, trafficking in persons, counter narcotics, drug demand reduction and/or border security projects and coordinates as appropriate with other embassy sections. Also coordinates with other international donors and potential donors to deconflict and synchronize efforts. Draft and review technical and programmatic documents, including funding and information memoranda and letters, project work plans, budgets, reports, talking points, briefing materials, �short daily updates for Washington, official embassy reporting, and other work-related documents as needed. Clearly communicate INL�s priorities with U.S., international, and Tajik government agencies. As directed by the INL Director, participate in outreach activities with host country and international security sector partners to increase public awareness of INL programs and policies. Monitor, evaluate, and refine the law enforcement reform program, while ensuring sustainability and GOT accountability over the program. � Strengthen, monitor, evaluate, and refine INL�s border security program, in part through construction projects and training, by utilizing U.S. Department of State, INL, other U.S. government agency, and international organization expertise in Tajikistan and in Washington, D.C. Monitor and evaluate the effectiveness of program activities and implementation methods to ensure compliance with acceptable international standards and to assess intended and unintended impacts. Establish and maintain collaborative working relationships with Tajik security sector and interagency officials, as well as civil society actors in Tajikistan. Advise INL Director, Tajik government officials, and embassy counterparts on training requirements and on appropriate types and levels of support needed to initiate and sustain INL-funded projects. Participate in the embassy�s Law Enforcement Working Group, border security meetings, security assistance, countering violent extremism (CVE) working groups, and other meetings as assigned by the INL Director. Monitor all other INL programming to serve as back-up program coordinator to the Director for INL programs not under the Program Advisor�s direct portfolio. This includes justice sector development, trafficking in persons, countering transnational organized crime, and drug demand reduction. Travel extensively throughout Tajikistan to assess monitor, and evaluate past, ongoing, and proposed projects, often over unpaved roads in remote locations. Manage the INL Section and INL local staff as directed by the INL Director when the INL Director is not in the office, excluding the supervision of U.S. direct hires. When required, perform the role of Duty Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) or other required security training prior to deployment to post in accordance with Department of State guidance. Successfully complete the Foreign Service Institute�s Contracting Officer�s Representative (COR), and Grants Officer�s Representative (GOR) courses within the first 120 days of assignment. If applicable - Consultations with the INL/EA Program Office in Washington, D.C. may be required prior to starting the position. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS U.S. Embassy Dushanbe, Tajikistan. Frequent travel within Tajikistan is required. Occasional international travel for training, conferences, meetings, or other events may be required on a case-by-case basis.� RELATIONSHIP The PSC Program Advisor reports to the INL Director at U.S. Embassy Dushanbe, Tajikistan.� The INL Director will annually evaluate his/her performance based on the duties and responsibilities outlined herein and his/her interpersonal relationships within the Embassy, with the host government, and with international and local partners. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there can be extreme difficulty in� planning, organizing, and evaluating the scope and depth of studies/audits to be undertaken to further the Department of State�s and INL�s strategic goals. The PSC is expected to address difficult and complex scenarios by separating the strategic goals of the programs into their component parts in order to clearly assess progress on each, and to ensure� the intent of the relevant legislation� and policies are being translated into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Tajikistan, which is of significant interest to the U.S. public and to the U.S. Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM REQUIREMENTS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). Bachelor�s or post-graduate degree from an accredited university in the field of criminal justice, law, international relations, or a related field; or, A minimum of five (5) years of relevant experience in professional law enforcement (not to include private security service) or border security; �such as, working with the Department of Homeland Security and/or relevant U.S. border security agencies, or managing border security or law enforcement projects. A minimum of five (5) years of experience in program management, organizational development, program planning, and/or strategic development (to include program monitoring and evaluation). Demonstrated experience developing and managing U.S. government grants and/or cooperative agreements. Demonstrated experience working overseas with the Department of Defense or the Department of State. Demonstrated experience coordinating and facilitating training, meetings, seminars, and workshops. A minimum of three (3) years� experience in general administrative and program management of border security and/or law enforcement reform programs in foreign countries, including preparation of budgets, procurement of goods and services, and project implementation, oversight, and evaluation.� Demonstrated experience working with law enforcement agencies on law enforcement reform in transitioning societies.� Demonstrated experience working on border security in foreign countries. � Proven ability to draft analytical documents for internal and external use.� � Proficient in Microsoft Office programs, such as Word and Excel. Fluent Russian or Tajik speakers preferred.
