Description
Statement of Work The awardee shall provide IO expertise and technical acumen to DHA IO Program Management and individual DHA IO projects, to include: � Provide technical documents to support IO requirement development � Provide technical review of all IO contractor submittals and other applicable documents � Represent Defense Health Agency (DHA) as liaison to DOD project customers, IO contractors, DOD construction agents, and other applicable agencies Preliminary Statement of Objectives (SOO): DHA Initial Outfitting Advisory & Assistance Services The Defense Health Agency � Facilities Division (DHA-FD) is charged with initial outfitting, transition, and activation (hereafter referred to as IO in this SOO) of Department of Defense health facilities.� The 2017 NDAA has transitioned more responsibility of IO requirement planning and execution away from DOD services (Army, Navy, and Air Force) and centralized the responsibility with DHA. Technical expertise in IO is not widely available within the Government; therefore, the acquisition of advisory and assistance services is desired to help DHA-FD and their service partners achieve maximum effectiveness in IO management and execution.� The awardee shall provide expertise in Department of Defense medical facility planning, design, construction, IO, and business process management to DHA IO Program Management and individual DHA IO projects, as follows: Provide consultative services in DOD facility healthcare planning, design, construction, and IO. Tasks may include: -Consultative services focused on turnkey and integrated project delivery. -Integration of design, construction, and planning documents to develop fully-integrated IO requirements that can used for contract solicitation. -Integration of equipment planning deliverables, interior design deliverables, and other programmatic direction into concise IO requirements. -Develop Statement of Work (SOW) for IO requirements and ancillary service support. Advise DHA-FD on business process management for implementing program objectives for DOD medical facility design, construction, and IO.� Tasks may include: -Providing initial outfitting schedule analysis, recommendations, and deliverables to assist DHA with resource planning. -Recommending initiatives, resources, and standard operating procedures that will enable DHA to adopt proven practices, reduce procedural variations between DOD services, and improve management of initial outfitting planning and execution. -Recommending management approaches and personnel resources to support the expanding DHA-FD responsibilities. -Providing process improvement by capturing service-level best practices in DOD medical facility initiatives. -Development of formal processes to integrate the initial outfitting supply chain into the design and construction process. -Standardizing business approach and project delivery methods in an attempt to minimize overhead and shorten acquisition and execution. Provide subject matter expertise to DHA for on-going initial outfitting projects.� Tasks may include: -Review and critique of project submittals on behalf of DHA, providing technical evaluations of contractor submittals, and submit findings to the US Army Corps of Engineers (USACE). -Integrate information flow between military health facility planning, design, construction, outfitting, activation, and management. -Provide reports of project management and technical oversight for planning, execution and evaluation of project tasks, and Furniture, Furnishing and Equipment (FFE) and Low Voltage System (LVS) vendors. �(NOTE: this contract is not for the development of project requirement lists, typically completed by equipment planners, interior designers, and/or architects.) -Provide project-level representation when required to integrate stakeholders and provide process management Provide strategic-level communication on behalf of DHA-FD. Tasks may include: -Provide training for Government personnel in IO technical matters to improve the Government�s efficiency and effectiveness in IO Program Management. -Develop program presentations and communicate programmatic objectives and technical requirements to senior government executives, organization, agents, and industry partners. -Represent DHA-FD as liaison to DOD project customers, IO contractors, DOD construction agents, and other applicable agencies. -Provide strategic-level programmatic representation and advocacy for DHA among stakeholders -Coach and train medical users on submittal reviews and documentation. Period of Performance: 365 days from contract award Full Time Equivalent (FTE): 0.5 (Assuming 1920 hours per work year, the Government estimates this effort will require 960 hours) Scheduling limitations: The proposed individual must be available to work a minimum of 40 hours per month.� The proposed individual must be available to travel a minimum of seven days per month (five work days, two travel days). All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, and business size pursuant to the NAICS 541611, Standard Size $16.5 Million. Responses must be received in writing no later than Tuesday, July 28, 2020, at 10 am central time. This notice is to assist the USACE in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
