Description
This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 541380 Testing Laboratories 16.50 Million. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. The United States Geological Survey USGS has need to provide proximate, ultimate, mineral oxide ash analysis, and ash fusion analyses (oxidizing and reducing atmospheres) on all 17 coal samples. The samples will be submitted to the contractor's lab in a single batch. The lab will conduct the specified analyses for each sample, return the results of the tests in digital format, and prepare and return 60 mesh splits of each sample to the USGS. All samples shall be prepared and analyzed using the appropriate current ASTM International (ASTM) standard test methods and practices, if available, unless agreed upon in writing by both parties. Any deviations from procedures specified in ASTM standards must be clearly identified. The contractor must demonstrate that they are accredited by a standardizing body or organization (such as American Association for Laboratory Accreditation). Additionally, the contractor must verify current participation in an independently operated proficiency testing program, that they have active representation on ASTM Committee D-05 on Coal and Coke, and that they routinely performed all the specified parameters and procedures, conforming to ASTM Standards for a period of not less than the past five consecutive calendar years; failure to comply shall result in the rejection of the bid. All work must be performed by the contractor in the contractor�s facilities. Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS.
