- Under the authority of FAR 6.302-3, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Johns Hopkins University Applied Physics Laboratory (JHU/APL) for the RENAV Software Enhancements - INS Kalman Filter Engine requirement. The scope of the work will consist of services needed to support the enhancements and adaptive maintenance of the specialized INS Kalman Filter Engine software to enhance the RENAV software capability. The contract will also provide research and evaluation of the COMPASS software baseline to identify areas of improvement. In addition, the contract will provide the most current INS Kalman Filter Engine software baseline and future versions to the designated integration contractor, provide INS Kalman Filter Engine software user training, provide consultation services supporting RENAV software enhancements, support NGA agile sustainment efforts, and provide INS Kalman Filter Engine software operational support. The anticipated period of performance is 09/02/2020 � 09/01/2025 (1 x 6-month base with 4 x 12-month options and 1 x 6-month option). Johns Hopkins University Applied Physics Laboratory (JHU/APL) is a University Affiliated Research Center (UARC) sponsored by the Naval Sea Systems Command (NAVSEA) and is currently executing the requirements.� This vendor has supported the program for over six years in the past and is the only vendor with direct knowledge of the nature of the program�s requirements and special needs for the specified software enhancements. As stated in FAR 6.302-3(a)(2)(ii), full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. Furthermore, as stated in FAR 6.302-3(b)(2)(iii) the use of this authority may be appropriate when it is necessary to contract for supplies or services as are necessary incident to paragraph (b)(2)(i) or (ii) of this section. JHU APL�s mission is to solve complex research, engineering, and analytical problems that present critical challenges to the nation. Its expertise includes highly qualified and technically diverse teams with hands-on operational knowledge of the military and security environments, as well as world class facilities. The work envisioned for NGA will fall within the core competencies approved by the ASD RE to be provided by the institution. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
