- Notice of Intent to Sole Source contract and is not a request for competitive proposal. The statutory authority for this sole source procurement is FAR 6.301-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The Bureau of Land Management (BLM), Las Cruces District Office through the New Mexico State Office, intends to award a sole source firm fixed priced purchase order to: Mesa Ecological Service (Charles Britt), 200 Carlton Road, Las Cruces, NM 88007. The North American Industry Classification System (NAICS) code for this requirement is 813312; the business size standard is $16.5. The BLM Las Cruces District Office has a project that will involve a service contract for survey, monitoring, and habitat modelling for Todsen's pennyroyal (Hedeoma todsenii) and Sacramento prickly-poppy (Argemone pinnatisecta), two species listed as Endangered under the Endangered Species Act (ESA), as well as night-blooming cereus (Peniocereus greggii var. greggii) and gyp scalebroom (Lepidospartum burgessii), two BLM Sensitive species. For Hedeoma todsenii, this project will involve recording plant demography data at established monitoring plots near Domingo Peak, Mountain Lion Peak, and Cat Mountain, revising monitoring protocols, and improvement of habitat models. For Argemone pinnatisecta, it will involve population monitoring by complete population census along four drainages at the base of the west escarpment of the Sacramento Mountains. For Peniocereus greggii var. greggii it will involve recording plant condition data for an ongoing study on the effects of herbicides on this species. For Lepidospartum burgessii it will involve designing and initiating a monitoring program to evaluate population trend and effects of grazing exclosures on this species. Charles Britt is uniquely qualified and has been working on surveys, monitoring, and habitat modelling for Hedeoma todsenii since 2007 for White Sands Missile Range (WSMR) and the BLM. He is part of a multi-agency team including WSMR, BLM, U.S. Fish & Wildlife Service, and the U.S. Forest Service. Charles has USFWS permit to work with Hedeoma todsenii; this is not necessary for survey and monitoring work, but will be necessary if he supplies plant tissues to collaborators at the Cincinnati Botanical Garden. This has been part of his ongoing work with this species in the past. He is recognized as an expert on Hedeoma todsenii and no one else is similarly qualified to work with this species. Charles has prior experience with Peniocereus greggii var. greggii and is one of the few people familiar with the monitoring project involved in this contract. His extensive field experience in southern New Mexico, experience with other survey and monitoring projects for rare plants and animals, and knowledge of the ecology and biodiversity of the area make him highly qualified. Competition is not available for this requirement because of Charles's specific expertise is most irreplaceable with regard to Hedeoma todsenii as well as his expertise in species distribution modelling and familiarity with the populations that occur on BLM land This notice of intent is not a request for competitive proposal and no solicitation document exits for the requirement.
