Description

NAICS Code: 236220 - Commercial and Institutional Building Construction The USPFO for Maine intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction to provide appropriate accommodations for Petroleum Operations staff by altering and expanding existing Building 530. The scope of the work includes, but not limited to: Renovation of 1,668 existing square feet of space to update: minor reconfiguration of existing spaces to provide office, laundry and storage rooms, windows and doors, minimal renovations to interior finishes. Construction of a 1,082 square foot addition to provide space for: conference/meeting room, men�s and women�s changing rooms and men�s toilet, accessible unisex toilet. Building systems including HVAC systems, electrical and lighting, communications systems, security and public address systems, plumbing, and fire detection/protection systems will be renovated and expanded to accommodate the program. Site work will include building excavations and grading to accommodate the building addition as well as utility updates to domestic water, electrical, sanitary sewer, and storm sewer systems to accommodate the program. Utility connections will be made to existing infrastructure. An accessible ramp and parking will also be included. The contract duration is 365 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude of construction is between $1,000,000 and $5,000,000 There is a potential� for sole source/brand name specific items from the following manufacturers in the associated area of concern; �Fire Alarm System-Monaco. Lighting Fixtures-Maxlite, Focal Point, Presolite, Columbia, Luminaire, Dual Lite, and/or Watt Stopper. HVAC-Trane, HTP, Taco, Greenheck, Renewaire, Trane-Mitsubishi, Sterling, Neptune, Honeywell, and/or Price. Plumbing-Precision Plumbing Products, Zurn, Leonard, and/or HTP. (noted justifications will be included with solicitation). Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or-about 10 August 2020. The tentative date for the pre-bid conference is on-or-about 19 August 2020, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 28 August 2020 via email to usaf.me.101-msg.list.msc-contracting@mail.mil. The bid opening date is scheduled for on-or about 9 September 2020. Actual dates and times will be identified in the solicitation.
