- Small Business Sources Sought DEPARTMENT OF STATE INTERGRATED LOGISTICS MANAGEMENT SYSTEM (ILMS) SMALL BUSINESS REQUEST FOR INFORMATION The Department of State issued a general sources sought to examine the competency of industry among all socio-economic groups. This sources sought targets the capacity of Small Businesses only.� Please submit a capabilities statement with the requirements below and include a statement of your Small Business socio-economic category including the NACIS code used to determine said category. CONTRACT/PROGRAM BACKGROUND: Existing Contract Number: SAQMMA09A0173 Contract Type: Mixed (Firm Fixed Price and Time and Materials) Incumbent and their size: Accenture Federal Services, large business Method of previous acquisition: Competitive Competition under GSA schedule REQUREMENT: Overview: The Government is seeking information for potential sources for the Integrated Logistics Management System (ILMS) requirement. The Integrated Logistics Management System (ILMS) is the Department of State�s (DOS) enterprise supply chain management system for both unclassified and classified logistics and supply chain operations. It supports the requisition, procurement, warehousing, distribution, transportation, receipt, and tracking of goods and services both domestically and overseas. ILMS also supports asset and fleet management, diplomatic pouch and mail service, and federal assistance. �ILMS operates in 178 countries and 282 posts around the world. ILMS advances the Department�s mission by getting the right resources to the right place at the right time, while providing robust and advanced analytics and mobility of operations. Each year, the end-to-end supply chain capability of ILMS tracks nearly $11 billion of goods, medical supplies, and services; $8.8 billion of federal assistance; and $5.5 billion in assets and expendables. Transactions include nearly 60,000 shipments and 150 million pounds of personal effects and supplies annually, and more than 1.5 million pounds of mail each month. ILMS supports interactions with vendors and overseas post personnel who receive 2.7 million pieces of diplomatic pouch and mail, provides management support for 18,000 vehicles operating overseas and 1.3 million requests for motor pool services, and 400,000 requests for expendable supplies. ILMS is a shared service supporting staff from more than 50 other agencies with an overseas presence. Its core user base are logistics personnel and managers from General Service Officers, Financial Management Officers, Regional Security Officers, and Information Management Officers to supply clerks, mailroom staff, and motor pool drivers. These 66,000+ core users support more than 209,000 customers across 60 segments.[1] Approximately 50% to 60% of ILMS users are local nationals with English as a second language. With over 40 modules supporting more than 50 functions, ILMS is a complex collection of COTS and custom software components. Those components include: Out-of-the-box and customized COTS products Enterprise low-code products, like ServiceNow and PeopleSoft Custom programs developed in Microsoft�.NET� Oracle SOA Integration software The ILMS architecture, which is composed of over 80 technologies, calls for many of these components to integrate among themselves and with external systems. Currently there are 560 integration points that occur between 3 ILMS enterprise COTS solutions (Ariba, PeopleSoft, and Chevin); custom low-code ServiceNow and PeopleSoft modules; custom modules developed in .Net; and external applications such as DOS� enterprise financial management, DOS�s enterprise HR system, SAM.gov, FPDS-NG, Citibank�s CitiDirect system, Health and Human Services GRANTS.gov system, GSA�s GSAXCESS system to name a few. Additionally, ILMS modules integrate with supporting technologies like OpenText for document management. ILMS uses Oracle SOA to integrate the numerous heterogeneous system components and technologies.�� The ILMS Customer Support Desk (CSD) provides a single customer service center that provides Tiers 1, 2, and 3 support across all ILMS functions and components. The CSD is continuously manned and provides Tiers 1 and 2 support 24 hours a day, 7 days a week. Furthermore, the ILMS O&M team maintains availability and system performance standards worldwide, even in locations with limited bandwidth and internet availability. ILMS currently maintains 99.9% system availability and 97% customer satisfaction performance standards. ILMS is a recognized success in federal information technology. It was selected for the 2012 Excellence.gov award by the American Council of Technology Industry Advisory Council and the Chief Information Officer (CIO) 100 award in 2015. The pioneering development of a Data Forensics Risk Ranking Model for Property within ILMS Analytics was recognized for its �Innovation in the Use of Technology� via the Department�s Sean Smith award in 2017. In 2019 ILMS was honored with a 2019 Gears of Government Award. ILMS is a mission critical system available 24 hours a day, 7 days a week, allowing users to procure and deliver goods and services world-wide. It provides a global logistics platform that integrates� operations at headquarters, regional support centers and overseas posts, allowing an efficient and seamless end-to-end supply chain, 24x7 logistics operations, and immediate offshoring to support operations anytime/anywhere in times of disaster.� Continuity of service and uninterrupted operations of ILMS is paramount to the Department�s mission. Additionally, to ensure continued realization of benefits, which reached over $1 billion by 2017, the Department must continuously innovate and modernize to improve operations. Planned development, modernization, and enhancement initiatives will allow the Department to achieve an additional $1 billion in benefits by 2025. To support this complex, global system, it is critical that the support contractor possess the following core mandatory ILMS Support qualifications. Leader in global logistics and supply chain: The support contractor will be supporting the Department�s logistics and supply chain management initiatives for the next 10 years. In this role the contractor must be able to improve supply chain operations and strategy by bringing industry standard best practices and driving innovations. Consequently, the support contractor must be a recognized leader in logistics and supply chain management as evidenced by awards, federal government recognition for excellence, Agency recognition for excellence, and other artifacts of recognition. Describe your leadership position in global logistics and supply chain management in both the federal and commercial environments. Describe your global logistics and supply chain management unit and the services it provides. Provide sample resumes of logistics/supply chain subject matter experts supporting this unit. Provide examples and key projects supported by this unit, including size of systems supported (number of modules/sub-systems, number of integration points, number of domestic and overseas locations deployed, and number of technologies employed) and number of users. Please list the details of at least 2 but no more than 5 past performance contracts in Attachment A � Core Mandatory ILMS Support Qualifications of similar size, scope, and complexity as ILMS.� Leader in global system integration: A system integrator is an enterprise that specializes in bringing together component subsystems into a whole and ensuring those subsystems function together seamlessly. ILMS is a complex system with hundreds of synchronous and asynchronous integration points integrating numerous heterogeneous technologies. Integration is the backbone of ILMS and paramount in sustaining a seamless enterprise-wide supply chain and global operational efficiencies. Most of ILMS integration points are real-time and integration failures result in an interruption of service. To effectively maintain ILMS and its integration architecture and ensure ILMS availability, it is critical the support contractor has a deep understanding of integration architectures design and integration technologies. As the ILMS system integrator, the support contractor must also possess a strategic view and be fully versed in ILMS supporting technologies. They must understand the domain, know what changes are coming, be in front of industry trends, and be able to recommend strategic modernizations to ensure ILMS remains a modern, agile system. Consequently, the support contractor must be a recognized leader� in system integration services management as evidenced by awards, federal government recognition for excellence, Agency recognition for excellence, and other artifacts of recognition. The support contractor must also have proven system integrator experience with systems of similar size, scope and complexity. Describe your leadership position as a Global System Integrator in both the federal and commercial environments. Describe your system integrator capabilities and experience. Provide examples and key system integration projects, including size of systems supported (number of modules, number of integration points, and types of integration points), and number of users. Describe integration strategy and architecture deployed and any key modernization activities you influenced over the life of the project. Identify which project activities were supported as a prime contractor (at least 2 projects of similar size, scope, and complexity as prime is required) and which activities were supported as a subcontractor. Proven experience in global change management: The support contractor must have experience providing global change management services, including remote and on-site system deployments, training and personalized operational analysis and performance consultations. The support contractor will be responsible for developing and delivering in-person individual, small group, large classroom and remote/virtual global deployment and training strategies for the Departments logistics and supply chain initiatives for the next 10 years. In this role the support contractor must manage the complexities of providing change management, training and communications worldwide, including differences in time zones, travel logistics compliant with federal regulations, native languages, cultures, and computer literacy. Deployment and training strategies must take these complexities into account. Describe your global change management capabilities and experience. Provide examples and key global change management projects, challenges and success stories, including size of systems supported and number of users, and number of engagements with overseas locations. Identify which project activities were supported as a prime contractor (at least 1 project of similar size, scope, and complexity as prime is required) and which activities were supported as a subcontractor. Proven experience with systems of similar size, scope and complexity: The support contractor must have experience developing, implementing and maintaining complex, integrated global supply chain systems of similar size, scope and complexity as ILMS. Describe the global systems you have supported and indicate the services provided, including 24x7 support activities, experience working with multi-national customers with varied language capabilities and diverse cultures. Provide examples and key projects, including size of systems (number of modules/sub-systems, number of integration points, number of technologies employed, volume/size of support desk, time zones supported, and customer satisfaction rates achieved) supported and number of users. You must have supported at least 2 projects as a prime where you had direct, day to day interaction with the client, as well as directly managed and staffed more than 50% of the resources for every contract requirement area. ILMS Capability Requirements: ILMS�s contract support needs require multi-dimensional expertise and skills as they span three key capability areas: service, technical, and functional. This sources sought is seeking information on your experience supporting each of these capability areas. 1. Functional Capabilities a) Supply Chain Management: Describe your experience with Global Supply Chain Management functions, processes, fraud detection, and systems�including Property and Warehouse Management; Shipping, Pouch, and Mail; and Motor Pool�preferably in the federal environment. Please list the details associated with up to 5 Supply Chain Management past performance contracts in Attachment A � ILMS Capability Requirements (project, functional areas supported, services provided, COTS products/systems/tools used, platforms, size in dollars, and period of performance). Please include both Federal and commercial projects as applicable. Describe your experience and knowledge of federal financial assistance regulations and agency policy and providing systems support for the full federal assistance life-cycle including the Pre-Award, Award, Post Award, and Closeout phases. Describe your experience supporting the collection, tracking, and monitoring of programmatic and financial performance of federal financial assistance awards, as well as other grants reporting and analytics experience. Describe your experience implementing new regulatory or congressional mandated requirements. Technical Capabilities a) Data Warehousing: Describe your experience implementing and maintaining data warehouses/marts/lakes. Include platforms and tools used, as well as functional domains. Describe complexity of data captured for key projects, e.g., number and type of data sources, and data collection and transformation mechanisms. List relevant training and certifications. Please list the details of up to 5 past performance contracts in Attachment A. b) Data Analytics, Business Intelligence (BI), and Artificial Intelligence (AI): Describe your experience performing analytics and AI on large scale data domains. Please include the following information: � � �i) Functional domains. � � �ii) Applications, including those beyond traditional data analytics, e.g., speech recognition, text translation, natural language processing, robotics, virtual reality, chatbots, and so forth. � � �iii) Analytical techniques, e.g., descriptive, diagnostic, prescriptive, predictive, and so forth). � � �iv) Data consumption and visualization methods and tools for data analysts and end-users. � �v) Tools and platforms, including cloud and FedRAMP cloud. For example, a customer requests a motor pool trip using a ServiceNow application and the ServiceNow application sends the request to the enterprise fleet management system for fulfillment. Please list the details of up to 5 past performance contracts in Attachment A. 3) Services a)� Operations and Maintenance (O&M): Describe your experience providing O&M support on a global enterprise system of similar size, scope, and complexity to ILMS. At a minimum, address how you conducted worldwide 24x7 help desk support, worldwide technical operations and infrastructure support, security compliance and monitoring, and application operations and maintenance support. There are a number of significant challenges to supporting the ILMS system in a worldwide environment, including differences in time zones, native languages, and computer literacy. Additionally, the IT infrastructure and capacity are not consistent across locations, requiring meticulous attention to system performance and availability. Robust and on-going performance monitoring, as well as comprehensive pre-release performance testing is a necessity for ILMS operations and maintenance. Describe your experience providing O&M support in this type of global environment, the issues you encountered, and how you addressed the issues. ILMS supports both unclassified and classified business process and data. Describe your experience supporting both classified and unclassified operations for the same business processes/system, including how data was segregated/protected and staff security clearance levels required for help desk and technical staff. If relevant, describe how you employed DevOps when conducting O&M. Please list the details of up to 5 past performance contracts in Attachment A. When possible include contracts supporting supply chain management and procure to pay systems. b)� Global Training & Communications ILMS users are located in 178 countries and 282 posts around the world and approximately 50% to 60% of our users are local nationals. ILMS global training and communications for ILMS requires operating in a multi-cultural environment where English is a second language, computer literacy varies dramatically, and cultural differences require unique approaches. Describe your experience delivering: i)� International federal travel support, including adhering to Federal Travel Regulations, country risk assessment, emergency procedures, and so forth. ii)� Approximately 30 � 35 regional training courses a year in key logistics operations modules and concepts, in all global geographic regions as well as domestic locations in the U.S.� iii)� On-site support to organizations requiring assistance with key logistics management modules, as well as a detailed multi-week on-site assessment program aimed at identifying inefficiencies in supply chain operations, identifying opportunities for improvement, and preparing a plan to deliver process improvements to improve performance. iv)� End-to-end online tutorials and reference materials available on demand and updated regularly.� v)� Cooperating with a customer�s enterprise training program to integrate and deliver specialized on-going courses. vi)� Providing personalized management consultations to employees transitioning to between their organization�s locations around the world and remote training and consultation sessions to employees located overseas.� vii)� Webinars, newsletters, and ad hoc communications to targeted audiences around the world based on business need. There are a number of different challenges to providing training and communications worldwide, including differences in time zones, travel logistics, native languages, and computer literacy. Describe your experience providing training and communications support in this type of global environment, the issues you encountered, and how you address the issues. Please list the details of up to 5 past performance contracts in Attachment A. When possible include contracts supporting supply chain management and procure to pay systems. c)� Software Development: Describe your experiencing designing, developing, and deploying global enterprise supply chain systems of similar size, scope, and complexity as ILMS. Include experience developing both custom applications and configuring and extending/customizing COTS products. Describe software development lifecycle methodologies used. Describe your process for soliciting requirements from world-wide users, including how environmental and cultural differences impacted your processes and influenced your designs. Describe release management process including how you coordinated the release of both bug fixes and major enhancements. Describe your configuration management process. Please list the details of up to 5 past performance contracts in Attachment A. When possible include contracts supporting supply chain management and procure to pay systems.
