Description
Request for Information: This is a Special Notice that is a request for�Information (RFI) addressing the capability to provide Management Leadership Training.� This Special Notice is issued solely for information and planning purposes.� It does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This�RFI does not commit the Government to contract for any supply or service whatsoever. The information provided in the�RFI is subject to change and is not binding on the Government.� Responders are advised that FEMA will not pay for any information or administrative costs incurred in responding to the Request for Information. Vendor must be registered in System for Award Management. PROJECT TITLE Management Leadership Training BACKGROUND FEMA Region 10 requires a mix of virtual and on-site leadership assessment and training in support of the professional growth of regional supervisory staff to adopt and implement FEMA�s 2018-2022 Strategic Plan, Strategic Goal II. Ready the Nation for Catastrophic Disasters, Objective 2.1 Organize the �BEST� (Build, Empower, Sustain, and Train) scalable and capable incident workforce. SCOPE The contractor shall provide FEMA - Region 10 with assessment, instructor, training, course materials and present training, both virtual and on-site, for a leadership program and course of instruction. APPLICABLE DOCUMENTS None SPECIFIC TASK The contractor shall provide FEMA - Region 10 with all instructor, course materials, and present virtual and on-site leadership program assessment and course of instruction for forty-one (41) students. Each student will be provided a 360 assessment, individual course material, and study material such as books and handouts.� DELIVERABLE AND DELIVERY SCHEDULE Deliver a leadership training and individual assessment components, both virtual and on-site, completed no later than December 2020. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION The government will provide to the contractor, except as otherwise specified, at no charge to the contractor, the following materials, facilities, and services listed hereunder for incorporation into the work and/or use in performance of the work.� Any work or action indicated to be accomplished by the contractor, including the furnishing of materials therefore unless otherwise specified, shall be at the contractor�s expense. Training Room w/podium. Display Screen. Wireless internet connectivity. ��PLACE OF PERFORMANCE The contractor shall perform work virtually and at the following FEMA Region 10 locations: FEMA Region 10 20700 44th Ave W Lynnwood, WA 98036 PERIOD OF PERFORMANCE The period of performance will be five (5) mutually agreed upon business days to take place within 30 days of contract award but no later than December 31, 2020. Focus dates for course provision are July � December 2020. SITE SECURITY REQUIREMENTS Security requirement of this facility include, but are not limited to a 100% identification check, all contractors conducting work on site must be verified U.S. Citizens prior to being granted access on site, sign-in and distribution of FEMA visitors� badge.� Contractor personnel will always be escorted by FEMA personnel while on site and are not permitted to roam the facility unescorted. All boxes, crates, bags, toolboxes, etc. are subject to random search, and shall not be left unattended in public areas, except by prior approval of the FEMA Region 10 Security Officer or designee.� SAFETY REQUIREMENTS All personal protective equipment required to be provided by the contractor. In order to provide safety controls for protection of the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with all applicable Federal laws and regulations with such additional measures as the government may deem necessary.� All tools and personal protective equipment required to be provided by the contractor. The contractor shall ensure all tools, equipment, and machinery is in good working order. M.� PROJECT WORK HOURS AND SITE ACCESS Project work hours with this project are from 8:00AM to 5:00PM � with a minimum of 30 minutes lunch break. Work performed under this contract shall be performed during these hours designated above, unless otherwise approved in advanced by the Contracting Officer. The Contractor shall coordinate the contracted and/or related work items with the FEMA Region 10 Contracting Officer or Contracting Officers Representative.
