Description
MISSION SUPPORT AND TEST SERVICES, LLC U1a New Refuge Station Build Out Project (Build Out, Surface Work, and Connecting Drift Part 2) Sources are being sought for the planned issuance of a subcontract for engineered design and construction of the Surface Work phase of a three-phase project. This Surface Work General Service scope supports the new U1a.02b Refuge Station at the Nevada National Security Site outside Las Vegas, Nevada. The U1a Complex is a Hazard Category 2 complex located in Area 1 of the Nevada National Security Site (NNSS). The NNSS is managed by Mission Support and Test Services (MSTS), and will be the contracting entity. The facility is approximately 25 miles north of Mercury, Nevada, and 90 miles northwest of Las Vegas, Nevada. The New Refuge Station Build Out Project is the last of three projects in a Portfolio which, when completed, will result in an underground refuge station for 125 individuals. This Surface Work Phase will bring the infrastructure from various locations on the surface of the complex to the bore hole on the west side of the Complex. The bore hole is a approximately 1000 foot deep with a 20.0 inch deep diameter duct (for fresh breathable chilled air), and various size conduits on the west side of the bore hole to be used for power, fiber and copper to the Refuge Station at the bottom of the bore hole. This engineering design will include support from Electrical, Civil, Structural, Mechanical, Fire Alarm, Communications, Mining Engineering, and Construction. The design will require: Permanent Power from Substation 1-10 (34.5kV to 4.160V substation (step down and distribution will include 4.16kV to 480V/220 or 110 in the underground Emergency Backup Power Redundant Ventilation and Chilled Air for a 125 person Refuge Station (via a 1000 foot deep 20.0 inch diameter duct) Fiber Copper (Telephones, Public address) Calculations Quality Inspection Plans Specification(s) Bill-of-Material including the identification of long-lead items Walk Downs Discovery and Existing Drawing reviews Tie-ins to existing systems Tie-in to the underground buildout phase Trenching 30%, 60%, 90% Design Reviews Issue 100% for construction documents MSTS Submittal process for review of subcontract documents A preliminary draft Design Specification is attached to this notice. A Construction Specification will be available at a later date. MSTS believes there are design challenges in this effort: Mechanical the redundant air chilling unit and ducting design must enable chilled air to travel from the surface equipment down a 1,000 foot borehole to the refuge station. The air in the refuge station must be kept at a maximum of 86F for up to 125 sheltering individuals for 48 hours. Condensation and air flow are critical to the life safety of those that take refuge. Electrical the infrastructure power supply to the complex is 34.5kV. The substation steps down from 34.5kV to 4.160V. There is an available spare breaker, and the bore hole is approximately 1500 feet away from the substation. There will be no new above ground power poles at this Complex. The emergency back up to line power will be a diesel generator. Subcontractors are sought who have the demonstrated experience and capability to provide a complete engineered design and construction scope to support an underground refuge station for emergency use when an underground worker cannot egress to the surface. Interested sources are requested to provide the following information Jim Unland at unlandjm@nv.doe.gov no later than August 14, 2020: Company capabilities in design and construction infrastructure support for underground refuge station. Experience as it relates to the above scope. Minimum of 5 years' experience performed within the last 10 years. Specifically address how, based on available knowledge, the challenges listed above can be overcome. Business size, Point of contact with an Email address. A determination of set-aside will be made based on the response received.
