Description
This action is authorized by 10 USC 2304 (c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� Only one responsible source exists when the supplies or services required by the agency are available from only one responsible source, or, for DoD,NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. Norbit systems, based in Norway, manufactured the WBMS multibeam sonar system on the S/V ADAMS II. The WBMS multibeam sonar is a complex system that includes multiple parts and devices. These parts are designed and engineered to work with one another to create a highly functional multibeam sonar. Technicians with knowledge of this system must identify damaged parts and devices for complete repair of the WBMS sonar. This highly specialized piece of equipment requires original equipment manufacturer (OEM) approved parts and service technicians for repair. Seahorse Geomatics Incorporated is the only Norbit Systems authorized service center for North America. Notice of Intent was posted to the Government Point of Entry, BetaSAM on 19 March 2020 until 03 April 2020. There was no response to the notice. No other sources have expressed written interest in the acquisition.�Based upon the information�above, competition for this action was not feasible. The sonar system on the S/V ADAMS II requires (OEM) parts and services for repair. The OEM has only authorized Seahorse Geomatics to repair their sonar systems.
