- Synopsis SOL# W81K04-20-Q-0005 Subject: Emergency Medical Technician Certification and Recertification Application Processing Services in support of the U.S. Army Medical Center of Excellence (MEDCoE) �� The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a commercial Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award, Sole Source contract with Firm Fixed priced CLINs for the services of processing recertification application packages for national certification (testing) to the National Registry of Emergency Medical Technicians (NREMT), 6610 Busch Blvd, Columbus, OH 43229-1751.�� The contractor shall process the EMTs application packages for national certification. The contractor shall provide all appropriate administrative support and specific printed material as required, to process the application and certification packages. Upon receipt of the application package, the contractor shall process the package at the appropriate level identified on the application. The process shall include grading the computer tests, establishing a certificate number, and issuing a certificate and wallet card. The contractor shall track and issue notifications to individuals to be recertified and process recertification packages starting 1 October of each year. The contractor shall monitor and identify individuals to be recertified, and process recertifications as appropriate. The North American Industry Classification System (NAICS) code is 611710 � Educational Support Services.� The HRCO intends to award a contract no later than September 29, 2020 for the services to begin September 30, 2020. It is anticipated that the FFP contract will have a base period of performance of September 30, 2020 through September 29, 2025 with a five year ordering period.� The HRCO intends to solicit and negotiate only with the National Registry of Emergency Medical Technicians (NREMT), under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(ii).� This notice of intent is not a request for competitive proposals.� A solicitation will not be published.� However, any quotes, proposals, or capability statements received by 12:00 PM CDT on Friday, July 31 2020, will be considered by the contracting officer. �The HRCO reserves the right to amend this notice if needed.� The Contracting Officer is Mr. David Libby, (210)221-4808, email: david.j.libby.civ@mail.mil.
