- Description
- NASA/MSFC has a requirement for support to the MSFC Human Exploration and Development Office�s Gateway Program in the areas of spacecraft vehicle research systems development, requirements and interface development, concept of operations development, payload integration, and operations integration. Support may include, but is not limited to, trade study performance, review and evaluation of design concepts and documents for pressurized habitable volumes and components (systems, stowage, payloads), generation of architecture guidelines and/or requirements, systems engineering product development, support to modeling and simulation, payload integration process development, and payload integration management as requested by the Government. Experience and knowledge of early studies for Space Station crew and payload accommodations, knowledge of payload operations via the development of system software to monitor system and payload instrumentation, as well as experience with payload integration management and associated stowage on Station can be leveraged for Gateway. NASA/MSFC intends to issue a Hub Zone Small Business Set Aside sole source contract to acquire the services from Bailey Consulting Company. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12.��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jesica Henderson at Jesica.p.henderson@nasa.gov not later than 4:00pm Central Time Zone on July 27, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
