- The Centers for Disease Control and Prevention,�Inorganic and Radiation Analytical Toxicology (IRAT) Branch, intends to�award a� Brand Name firm-fixed price contract for a two-year service contract for the IRAT Branch Filter Paper Proficiency Testing Program September 25, 2020 with an annual renewal option. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 541380. Testing Laboratories. This�acquisition is required because�the selected vendor�is the only vendor that has a history of providing a blood lead filter paper proficiency testing program.��The CDC�has made substantial efforts to identify other potential sources that can provide a proficiency testing service contract for blood lead filter paper that meets the program�s needs. Examples of such efforts include discussions of existing programs at scientific meetings, thorough searches of vendors on the internet, and analyses of scientific publications. No other potential vendors were identified that could perform the required laboratory services for this proficiency testing program. There are no similar services offered by any known vendors.�The vendor�has proven experience in a Filter Paper PT program from the past, which is required for this contract, which includes all human subjects� protocols, as well as experience distributing highly characterized Quality Control and Proficiency Testing samples quarterly. The vendor also maintains a trace clean room laboratory environment used in conjunction with a state-of-the-art inductively coupled plasma mass spectrometer that enables the lab to quantify prepared bovine whole blood pools for homogeneity and assign target values while continuing to monitor all collection, pooling and distribution materials for trace metal contamination. Most importantly,�the vendor encompasses the ability to collect and maintain human whole blood needed for this project in accordance with all state and federal regulations. This distinctive ability, to produce large quantities of highly characterized blood with elevated levels of lead, is essential to the expansion needed to support CDC�s Filter Paper Proficiency Testing Program to continue its scientific basis of Filter Paper blood lead analytical results. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
