- NASA intends to solicit and award a limited number of sources contract under statutory authority 10 U.S.C. 2304(c)(1) per FAR 6.302-1(a)(2) Only a limited number of responsible sources can satisfy agency requirements and awarding to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and lead to unacceptable delays in fulfilling the agency�s requirements. Under the above statutory authority NASA intends to solicit and award a contract to one or more of the following sources: Ampaire, INC. : 3507 Jack Northrop Ave,� Hawthorne CA 90250-4433 Boeing : 325 J S Mcdonnell Blvd , Hazelwood, MO 63042-2513 GE Aviation: 1 Neumann Way, Cincinnati OH 45215-1915 Pratt & Whitney:�400 Main St East,�Hartford CT 06118-1873 Rolls-Royce North American Technology:�2059 S Tibbs Ave,� Indianapolis IN 46241-4812 Wright Electric, Inc.: 29 Darwin Ave,� Hastings On Hudson NY 10706-1811 The contractor shall assist NASA in continued efforts to reduce risks associated with future the ground and flight test efforts in support of the EPFD. These efforts shall be based on the risk reduction support for the Megawatt-class (MW-class) powertrain system and components flight demonstrator requirement. This requirement will be competed among the contractors previously awarded the MW-class flight demonstrator planning and risk reduction contracts. NASA intends to award one or more contracts in support of this requirement. The number of contracts awarded will be based on NASA�s evaluation of the technology transition plan to the commercial transport fleet, technology risk reduction activities, and available resources. The Government intends to acquire a commercial item using FAR Part 12. Interested sources may submit their capabilities and qualifications to provide the required services in writing to the identified point of contact not later than 12:00�p.m. Pacific Time on Aug 11, 2020.� Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.� All responsible sources may submit a response which shall be considered by the agency.
