- The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41U.S.C. 253(c)(1) FAR 6.302-1 to Cellular Tracking Technologies LLC. The product needed are available from only one responsible qualified source at this time and no other type of product or services will satisfy these needs. USDA APHIS Wildlife Services NWRC would like to purchase battery powered GSM-GPS telemetry units to be used to evaluate the movements of Great Horned Owls through the application of GSM tracking technology. Internet, phone, email, and professional peer searches found no other manufacturers that can produce battery powered GSM telemetry units with GPS capability and battery life of greater than one year that weighs 45 grams or less. Cellular Tracking Technologies, is currently the only provider that has a battery powered GPS-capable unit with greater than 1 year of battery life, with GPS-accuracy of location and the ability to capture and store location information multiple times per day, allows data transfer within North America via a GSM system, and is small enough (< 45 g) to attach to Great Horned Owls. Our past experience and experiences of other colleagues has been that this company provides superior service on these types of products and is currently the only company that makes a unit with the ability to meet our project needs and regulatory requirements for tracking Great Horned Owls with units of <� 3% of body weight of the birds. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. Closing date for submission of Statements of Capability is August 11, 2020 at 12 PM Central Standard Time.
