- SYNOPSIS: �The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes, from capable and reliable sources who may be interested in submitting a proposal to perform Design-Bid-Build (D-B-B) construction for the Air Traffic Control Tower at Iman Ali Air Base, Iraq. Imam Ali Air Base was formerly known as Tallil Air Base located in near Nasiriyah, Iraq. A single firm fixed price contract will be awarded to a prime construction contractor. PROJECT SCOPE: �This effort shall provide for the repair, restoration and upgrade of the existing Air Traffic Control Tower (ATCT) at Imam Ali Air Base, Iraq. �The existing ATCT has been in various states of disrepair since 2011 with limited to no maintenance performed on the facility since that time.� The repair, restoration and upgrade of the ATCT will include but is not limited to: complete structural integrity, electrical power, backup electrical power including diesel generators, HVAC systems, fire suppression, plumbing systems, conveyance systems, lighting grounding protection, doors, windows, floors and other building systems as required. �The USACE intends to issue a full and open, Firm Fixed Price contract to execute the restoration, repair and upgrade of the Air Traffic Control Tower. �The ATCT will be delivered to the Iraqi Air Force (IqAF) as a complete and usable facility. Upgrades and repairs to the Air Traffic Control Systems to include radars, instruments and controls will be by others. The contractor will be required to coordinate with others for these systems. Period of Performance:� Anticipated period of performance is 365 calendar days from Notice to Proceed (NTP) for the entire scope of work.� Magnitude of Construction Project:� The magnitude of construction of Air Traffic Control Tower is between $1,000,000.00 and $5,000,000.00. PROPOSAL PROCEDURES: �The Government is considering a full and open design-bid-build solicitation in accordance with FAR Part 36 and 15 procedures for this project.� The Best Value Trade-off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP.� The Government may include options in the RFP.� This acquisition will result in a single fixed price construction contract awarded based on BVTO determination. SUBMISSION REQUIREMENTS: ���� a. Provide your experience completing repair and/or construction of an Air Traffic Control Tower in the CENTCOM AOR: �List 3-5 projects that demonstrate your recent experience and ability to perform similar scope to include the restoration / construction of Air Traffic Control Tower including electrical, HVAC, Mechanical, Plumbing, Back Up Power, Fire Suppression and Conveyance systems that are required for a complete and usable facility.� In addition, submit your recent experience with repair and restoration of critical infrastructure and airfield infrastructure development. ���� b. Indicate whether you possess a current Iraq commercial business license.� ���� c. Indicate your knowledge of getting base access and personnel on to Imam Ali Air Base, Iraq ���� Firms submitting responses shall provide information on the projects that prove you can meet the qualifications criteria listed above, with contract number, project location, description of work, roles in the project execution and other references including subcontractors. PROPOSAL PERIOD: �D-B-B Solicitation may schedule for release on or about May 30, 2021.� The proposals may be due on or about June 31, 2021. �Contract award is scheduled on or about September 30, 2021. � This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach.� The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
