- REQUEST FOR INFORMATION (RFI # Lumpia) �� U.S. Customs and Border Protection, Office of Finance Office of the Chief Financial Officer, Financial Operations Directorate Financial Systems Division (CBP-OF-FinOps-FSD) � Cost Management Software Solutions � Companies responding to this Request for Information (RFI) should specify if they are a small business under one of the following North American Industry Classification System (NAICS) codes: 541512, Computer Systems Design Services, or 541519, Other Computer Related Services. This RFI is for planning purposes only and is issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3.� No solicitation document exists at this time.� Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation.� In addition, the Government will not pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers.� Interested parties are solely responsible for all costs and expenses associated with their respective response to this RFI.� Additionally, interested parties will not otherwise be entitled to any compensation associated with the Government's use of any submission or information provided by an interested party to the Government pursuant to this RFI.� Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Furthermore, the information provided in this RFI is notional and may change. �The Government is under no obligation to revise any aspect of this RFI should any information provided herein change.� The Government will provide any additional information and will issue any additional requests for information at its sole discretion. Support Contractor Assistance Companies are advised that employees of CSRA may review information submitted in response to this RFI for the purpose of providing functional and technical advice to the CBP team assessing Cost Management Software.� These Government support contractors are subject to Defense Federal Acquisition Regulation Supplement (DFARS) 252.227-7025 and other applicable contract requirements, and as such they may not further disclose proprietary information or use it for any other purpose other than supporting the CBP team assessing Cost Management Software. Pricing information will be reviewed by Government employees only.� Submission of a response will be deemed the submitter�s approval for personnel of the named Government support contractors to review that response, as described in this RFI. Purpose of RFI CBP�s Office of Finance (OF) is conducting market research to identify a Cost Management Software solutions to be successor to our current Cost Management Software SAP Profitability and Cost Management (PCM) to generate complex cost and expense models.� This RFI is issued to solicit information from interested vendors with respect to Cost Management Software solutions for CBP�s SAP ERP and associated financial systems environment.� The CBP team assessing Cost Management Software capabilities may use the information generated by this RFI in conjunction with other information available to determine courses of action which are in the best interest of the government. Background CBP�s creates two main cost models on a monthly, quarterly and annual basis.� These three models are a User Fee Cost Allocation Model and an Enterprise Cost Model.� CBP also performs numerous ad hoc cost analysis throughout the year as the need arises. Overview of the RFI Process The objective of this RFI is to gather information to assist CBP OF in its investigation of marketplace information with the intent of making an informed decision about a replacement of its SAP PCM software as SAP intends to no longer support this product. The RFI method is no more than an information-gathering tool and as such, information gathered may or may not be used by CBP to develop a competitive solicitation.� Suppliers are not required to respond to an RFI and, a supplier�s failure to respond to an RFI will not prohibit the supplier�s participation in any competitive solicitation that may result from the RFI.�� Industry Best Practices Industry best practices for the cost management software solutions shall include the integration of SAP�s Enterprise Resource Planning (ERP) system and associated modules.� CBP expects that the Cost Management Software solution(s) described contain delivered configurations which have been successfully delivered to other Government or Public Sector customers and met with their established business process, cost, and schedule requirements.� RFI Areas of Interest� CBP OF are interested in a Cost Management Software Solution, such as Cost Perform, which is non-proprietary and can be obtained as commercial off-the-shelf software products.�� CBP OF is looking for software that can perform the following key system capabilities. �Be able to assign costs based on business rules to activities being performed and services provided Load data from data warehouse directly into tables in model Load from non-SAP and SAP applications Provide aliases for data coming from different systems to minimize need for cross walking data inputs Ability to create rollups and hierarchies for data Ability to create attributes structure and hierarchy (alternate rollups/hierarchies) Ability to create resource assignments for groups of data rather than having to assign each individually Ability to create rules for handling exceptions / �override� functionality for specific periods/versions for resource drivers and reallocation drivers. Ability to export results back to data warehouse Ability to report amounts that have not been fully reassigned Provide multiple versions within model Provide calculated results for the direct cost assignment, fully burdened cost, and the cost per unit Ability to calculate and organize source (attributable) costs for analysis of indirect activities (this is �reassigned cost� in PCM) Ability to update text, assignment paths, and business rules within the tool or via upload Ability to view data /create matrices or tables from multiple perspectives within same view (version/period/activity/organization), similar to �core dimensions� structure in SAP PCM. Reporting capabilities � export data (excel, .csv) or visual graphics. Customizable or prefab Pre-check of the model before publishing the final model results for others INSTRUCTIONS TO INDUSTRY: Instructions to RFI Submission of Vendor White Paper: Industry shall present their capabilities, methods, and approaches to the Government�s requirements in sufficient technical detail as noted herein.� It is imperative that vendor responses to this RFI articulate their capabilities clearly and adequately.� Please also provide any comments or objectives that may help provide a better overall solution for the services to be provided. Vendors that will be submitting an RFI White Paper response are requested to notify the Contracting Officer with their intent to submit a response. Email responses are due no later than 1500 EDT on 08/20/2020 to the Contracting Officer, Ronie Namata, at ronie.b.namata@cbp.dhs.gov. CONTENT OF PRICE AND TECHNICAL RESPONSE Pricing (no page count limit): Provide unit pricing for your proposed software product and indicate the number of users it provides for.� Additionally, provide pricing to any software development kit your product holds. Technical White Paper (page limit): For each White Paper submitted, the technical response will be no longer than (15) pages in length using a 12 point Times New Roman font.� The vendor is requested to reference the RFI number on each White Paper submission as follows: CBP RFI # Lumpia � Cost Management Software Solutions The first two pages of the response shall provide the following information: Designated NAICS Code 541512 (Computer Systems Design Services) or 541519 (Other Computer Related Services); Commercial and Government Entity (CAGE) Code and Business Size; Teaming - Subcontracting Arrangement, if any; and A brief executive summary stating the technical merits of the vendor and a brief overview of how technical requirements would be met. The first two pages are not included in the 15 page technical response. Tables and graphics may use a font no smaller than 12 point.
