- NOTICE OF INTENT TO SOLE SOURCE The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Toptica Photonics of Farmington, NY, under the authority of FAR 13.106-1(b) Soliciting from a Single Source, a laser source at 461nm �As part of a standalone high-accuracy optical atomic clock, for laser cooling of Sr ion at NIST per the attached specifications. Based on market research, NIST has not identified any other sources that can provide the required product. If NIST identifies no other capable sources by July 31, 2020, NIST will issue a firm-fixed price purchase order to Toptica Photonics. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 3334516 for Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. �A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to patricia.rose@nist.gov. No telephone requests will be honored. JUSTIFICATION: As part of a standalone high-accuracy optical atomic clock, NIST requires a narrow linewidth laser at 461 nm for laser cooling of Sr ion. Market research identified Toptica Photonics as the only vendor capable of providing the required linewidth of 100kHz with adequate mode-hope free tuning range and enough output power. The mechanical design of the cavity is from one single block which results in improvement in alignment, mechanical and thermal stability. Without this equipment, NIST will not be able to successfully conduct this experiment.
