Description

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for National Electrical Manufacturers Association (NEMA) to develop the Digital Imaging and Communication in Security (DICOS) Standard version 3.0 based on the earlier development of DICOS Standard versions 1.0, 2.0, and 2.0A DICOS Standard version 3.0 will expand version 2.0A to meet the open architecture and interoperable requirements necessary to meet emerging threats to enable improvements for checked baggage, check point and cargo to enhance passenger security and throughput in screening applications.� Accordingly, the TSA intends to award a Sole Source Contract to National Electrical Manufacturers Association (NEMA) located at 1300 North 17th Street, Suite 900, Rosslyn, VA 22209. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
