- SYNOPSIS � GENERAL IFB HUBZone Set-Aside Document Type: Pre-solicitation Notice Classification Code Z�Maintenance, repair, and alteration of real property Set Aside: HUBZone Set-Aside NAICS Code: 237310 -- Commercial and Institutional Building Construction Government-wide Point of Entry (GPE) is the single point where Government business opportunities greater than $25,000, including synopses of proposed contract actions, solicitations, and associated information, can be accessed electronically by the public. The GPE is located at beta.sam.gov. The 174th Attack Wing of the New York Air National Guard located in Syracuse, New York, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to Repair Airfield Pavements at Syracuse, NY (Onondaga County). The work includes, but is not limited to the mill and overlay of approximately 101,000 SY of asphalt pavement, asphalt crack sealing, removal of airfield striping, restripe airfield per plans and spec, repair concrete joint seals, repair cracks and spalls in concrete airfield pavements. The contract duration is 180 days after NTP. This project is Small Business Set-Aside. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $39,500,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR CLAUSE 52.219-14(b)(4), (Deviation 2020-O0008)�LIMITATIONS ON SUBCONTRACTING which states �Contractors will not pay more than 85 percent for general construction (75 percent for special trade contractors) of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.� applies to this project. The tentative date for issuing the solicitation is on-or about Aug 3, 2020. The tentative date for the pre-bid conference is on-or about Aug 13, 2020 at 9:00AM EST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by Aug 31, 2020 via email to adam.d.gagne.mil@mail.mil, ashley.a.pace4.mil@mail.mil, and usaf.ny.174-atkw.mbx.contracting@mail.mil. The bid opening date is scheduled for on-or about Sep 2, 2020. Actual dates and times will be identified in the solicitation. In accordance with FAR 28.101-2, a Bid Guarantee will be required.
