Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is W912DQ20Q1012 and it is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07 effective 07/02/2020. This RFQ shall be set-aside for small business.� The associated North American Industry Classification system (NAICS) code is 336999 and the business size standard is 1000 employees. FAR 52 .212.1 Instructions to Offerors- Commercial does apply to this acquisition with no addenda to the provision. The description of the supply item: CLIN 0001 Amphibious All-Terrain Vehicle (ATV) QTY: 1 EACH REQUIRED DELIVERY DATE (RDD): 15 September 2020 Salient Characteristics included (also see attachment) The ATV shall include the following characteristics and configuration: 1.� Amphibious 2.� Rollover Protection Structure 3.� 18� Rubber Tracks 4.� Mud flaps 5.� Horsepower � minimum 30 6.� Alternator output � minimum 50 AMP 7.� Auto Chain Lubrication 8.� Winch Front � minimum LB 4,500 9.� Brush guard 10. Seating � 2 person, single front row bench seat 17. Speed � Land 17 mph 18. Speed � Water 3 mph 19. Unit width � 70� maximum 20. Unit length � 125� minimum 21.� Unit Weight � 1,800 LB minimum 22.� Ground clearance with tracks 9.0� minimum 23.� Color � green 24. Three year manufacturer warranty In accordance with FAR 13.106-1 the basis for award will be the offer that is determined to be the most advantageous, providing the best value after considering (1) price and (2) technical. 1) Price 2) Technical � clearly demonstrate that the offered supply item meets the salient characteristics The required delivery date 15 September 2020.� Delivery is FOB. Delivery location: FAR 52.212-2 Evaluation- Commercial items, applies to this acquisition.� The specific evaluation criteria are included in paragraph (a) of this provision. ����������� (a) The Government will award a purchase order to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and technical considered. Offerors must include a completed copy of FAR 52.212-3, Offeror Representation and Certifications- Commercial Items with their offer.� FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition.� These specific clauses required are detailed in Sections C and I of this combined synopsis\solicitation. Offerors interested in responding to this combined synopsis/solicitation must submit their quotation on the attached synopsis\solicitation.� Any questions regarding this synopsis\solicitation must be submitted by email to the point of contact below. Contractor must have an �Active� registration in System for Award Management (SAM) to be considered for award.� To obtain information on SAM or to register with SAM visit the web site at:� https://www.beta.sam.gov. Quotations are due no later than 2:00 p.m. 12 August 2020. �The final date to submit questions is 5 days prior to the day offers are due 7 August 2020.
