Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to HBM, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL intends to procure one (1) complete data acquisition system (DAQ) for a MRZR D4 Polaris vehicle.� The system must have the following minimum specifications: Matches the HBM Systems currently used in the Mobility Lab Sample rate of at least 200 Hz per channel Can accept input from the following sensors Driver inputs Brake Pedal Force Transducer Throttle and Steering (We use string pots but are open to other options) Wheels Wheel Triaxle Load Cells (12 load cells total) Wheel Speed (4 wheels minimum; possibly an additional 5th�wheel for ground speed verification) Dynamics GPS GNSS/INS IMU Accelerometers (3-4) External External Load cell (when towing) Distance sensors (laser, radar, etc) HBM, Inc. was identified as the only vendor capable of offering a product meeting the requisite specifications and compatibility requirements with CRREL�s existing research vehicles.� Currently CRREL is using a HBM data acquisition system (DAQ) in the Civilian Instrumented Vehicle (CIV), HMMWV and New Jeep. This makes is a requirement to acquire the same system for the recently obtained MRZR. �The MRZR DAQ must be compatible with the other vehicle logging systems so that modules can be swapped between systems and the same data processing algorithms can be used to view the data.� Purchasing the selected equipment from HBM, Inc. will allow the government to avoid the substantial cost of purchasing, installing and troubleshooting entirely new non-compatible DAQs from a different vendor. This minimizes the learning curve to get the system operational and to collect accurate data. The associated North American Industry Classification System (NAICS) code is 334511, which has a size standard of 1,250 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 31 July 2020 to Frank.J.Pete@usace.army.mil.� Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
